This paper will deeply analyze the standard of balanced development of compulsory education from three aspects: quality standard, quantity standard and scale standard.

Qualitative standard

The qualitative standard of the balanced development of compulsory education is to ensure the implementation of compulsory education in rural and ethnic areas and to ensure that school-age children and adolescents with financial difficulties and disabilities receive compulsory education.

Quantitative standard

The standard for the balanced development of compulsory education is that the State Council and local people's governments at or above the county level should rationally allocate educational resources, promote the balanced development of compulsory education and improve the conditions for running weak schools.

Scale standard

The standard of balanced development of compulsory education is that the state organizes and encourages economically developed areas to support economically underdeveloped areas to implement compulsory education.
