According to the Higher Education Law, the Outline of the National Medium-and Long-term Education Reform and Development Plan, and the Notice of the General Office of the State Council on Launching the Pilot Work of the National Education System Reform (Guo Ban Fa [2065438+00] No.48), the National Open University was established through research in combination with the results of expert investigation and evaluation. The relevant matters are hereby notified as follows:
1. The National Open University is a new type of institution of higher learning directly under the Ministry of Education, supported by modern information technology, and mainly engaged in distance and open education for the whole society.
Second, the National Open University insists on non-academic continuing education and academic continuing education. Schools should build learning resources based on courses, make full use of high-quality educational resources in colleges and universities, and promote the co-construction and sharing of learning resources. Actively promote the construction of a "credit bank", and explore the construction of an "overpass" for lifelong learning by establishing a system of mutual recognition of academic performance and conversion of credit accumulation.
Three, the National Open University can offer undergraduate majors, according to the relevant provisions of our department. The first batch of undergraduate majors are 19.
Four, the National Open University can award a bachelor's degree, the procedure is that the school applies to the Beijing Academic Degrees Committee, and after approval, it is reported to the the State Council Academic Degrees Committee for the record.
Five, the students are still managed according to the original relevant regulations, and the freshmen who enter the school after the listing of the National Open University are implemented according to the new policy.
Six, within two months after the approval document is issued, I will submit the school charter, and I will evaluate the school's running and reform in time.
Schools should further form an effective quality assurance system; Demand-oriented, deepen the innovation of talent training mode, especially in the deep integration of information technology and open degree education; Effectively strengthen practical teaching to ensure the realization of the training goal of applied talents and the quality of degree education.
