China Study Abroad Service Center (CSCSE) is a public institution directly under the Ministry of Education, registered as a legal person of a public institution, mainly engaged in international exchanges and cooperation in studying abroad, returning to China and studying in China, and has established good business cooperation relations with relevant institutions at home and abroad.

For returned students, the dispatch card is the same as the registration card, but the file is one of the symbols of cadres. At present, the service center for studying abroad of the Ministry of Education can go through the formalities of sending certificates for returned overseas students. For international students who return home after their studies, they can go through the formalities of sending certificates according to their personal circumstances. There are five main explanations for the handling of the "dispatch card" procedure.

1. Before going abroad, the file belongs to the cadre, so it is not necessary to go through the formalities of dispatching certificate.

2. International students who are newly employed before going abroad and have a dispatch certificate (registration certificate) in their files, who have worked for less than one year and have not been graded as formal students, need to go through the formalities of dispatch certificate again.

3. Before going abroad, the file was a worker's identity or no identity (unemployed), and it is necessary to go through the formalities of "Dispatching Certificate" to change its file identity to a cadre identity. Before studying abroad, I was a worker, and the length of service was calculated continuously.

4. The archivist implements the receiving unit, and after going through the formalities of employment registration card for overseas students returning to China, he can go through the formalities of file transfer to the personnel department or talent exchange center of the employer with a career transfer letter and file voucher. If the archivist has gone through the work dispatch formalities, but his work unit cannot receive his personnel files, the archivist may entrust the overseas students' archives room to continue to manage his files after going through the relevant formalities.

5. Can files be directly transferred from the original talent center to the study abroad service center of the Ministry of Education? According to the relevant regulations, when employees from other provinces and cities work in an employer in Beijing, their personnel files cannot be transferred within the scope of Beijing, but transferred to the talent service agency where their household registration is located, and then transferred to the archives room of the study abroad service center. First, there is no requirement that international students must be compiled by public institutions. If you are a public student, the relevant state departments will take care of the preparations without worrying about themselves.
