I. Guiding ideology

Guided by the spirit of the 18th National Congress of the Communist Party of China and the 3rd, 4th and 5th Plenary Sessions of the 18th Central Committee, we will conscientiously implement the Compulsory Education Law of People's Republic of China (PRC), the Measures for Implementing the Compulsory Education Law of People's Republic of China (PRC) in Jiangsu Province, the Opinions of the Provincial Government on Deepening the High-quality and Balanced Development of Compulsory Education, the notice of the General Office of the Ministry of Education on doing a good job in the enrollment of urban compulsory education, and the guiding opinions on the enrollment of schools in the stage of compulsory education in Nanjing, in order to better promote the high-quality and balanced development of compulsory education in our region, vigorously promote educational equity and rationally allocate educational resources.

Second, the basic principles

1. principle of legal recognition. In accordance with the law, all eligible registered school-age children in the jurisdiction are guaranteed compulsory education degrees, disabled children with the ability to receive general education are accepted to study in regular classes, and the children of migrant workers who meet the policy conditions are guaranteed to attend public primary schools.

2. Strictly regulate the principle. Implement the requirements of "six noes": no school may conduct illegal or false enrollment propaganda; Shall not organize or cooperate with social training institutions to organize various examinations for the purpose of selecting students; Do not use the scores and certificates of various disciplines as the basis for enrollment; It is not allowed to sign a contract to enroll students in advance; Experimental classes, key classes and fast and slow classes shall not be set up separately in any name; Do not accept any donations linked to admission.

3. The principle of reasonable arrangement. The District Education Bureau shall verify the scale of compulsory education within its jurisdiction according to the Standards for Running Ordinary Primary and Secondary Schools in Nanjing, and reasonably determine the teaching area and enrollment scale of public primary schools according to the layout of schools within its administrative region and the number and distribution of school-age children in that year. The enrollment scale of the school basically adapts to the number of students in the teaching area.

4. The principle of balanced development. Focusing on the goal of high-quality and balanced development of compulsory education, the district education bureau promotes the high-quality and balanced development of compulsory education within its jurisdiction by improving school conditions, rationally allocating resources and promoting the flow of teachers.

Third, enrollment methods

(1) Registration conditions

The admission policy for freshmen is at least six years old (born on September 1 day, 2009 to August 3 1 day, 2065), and no school may recruit children under six years old for any reason. If school-age children really need to postpone their enrollment due to physical reasons, their parents or other guardians shall apply for providing the disease diagnosis certificate issued by medical institutions at or above the second level, which shall be approved by the District Education Bureau. The age of admission policy for disabled children can be relaxed to 7 or 8 years according to different situations.

(2) Enrollment of public schools

To ensure the degree of compulsory education for school-age children, and to ensure that compulsory education is admitted to the nearest school without examination in accordance with the requirements of the relevant documents of the Ministry of Education, the provincial government and our city.

1. Access to the teaching area is free. School-age children in the teaching area should have their families' official permanent residence in the teaching area. In principle, their household registration should be in the same household registration place as their parents (or their legal guardians), and the household registration should be consistent with the actual permanent residence and the property right certificate (the property right certificate refers to the house ownership certificate, and the holder is the legal guardian of school-age children), so they can enter the primary school in the teaching area. In principle, only one school-age child will be arranged in each house for six years to attend the primary school in the teaching area (twins, except the two children who meet the policy).

(1) Those who belong to one of the following circumstances and hold corresponding certification materials can also enroll in primary schools in the teaching area:

(1) The children are registered with their parents (or their legal guardians) and live in the teaching area, while the other party is an active serviceman and does not work in Nanjing, work in other places, farm or settle abroad; Parents divorced, children's household registration with the legal guardian, and live in the teaching area.

(2) The children of servicemen whose parents are not working in Nanjing or experts and technicians who are sent to work abroad have a single household registration or live in the teaching area with their grandparents.

(3) School-age children have settled in their grandparents' homes with their parents' household registration. Neither parent has purchased or allocated housing, but they actually live in their grandparents' household registration and their household registration has never moved in.

(2) the children of the demolition family are enrolled according to the following requirements:

(1) If the demolished family does not buy a new house, it shall issue the demolition certificate of the relevant department, and the education bureau of the school-age children's household registration area shall arrange for admission.

(2) If the house is purchased after the demolition, but the house ownership certificate has not been obtained, the house purchase certificate of the relevant department shall be issued, and the district education bureau shall arrange the new house.

(3) School-age children and legal guardians are not in the same household registration place, and the household registration is inconsistent with the permanent address (real estate license). Collective households or household registration is empty, the family has no real estate, and the education bureau in the area where the household registration is located will make unified arrangements for admission.

(4) After the registration begins, if the family housing or household registration of school-age children changes or expires, the school will declare its student status to the District Education Bureau, and the District Education Bureau will make unified arrangements for admission.

2. Policy care targets. Give proper care to the following objects: children of martyrs; Children of soldiers and policemen killed in the line of duty; Children of active servicemen in counties (cities), desert areas, three types of remote areas determined by the state and special first and second types of island troops determined by the army; Children of national model workers and those who have made important contributions to the economic and social development of Jianye City.

3. Enrolment rate of disabled children. Special education schools and compulsory education ordinary primary schools should actively accept special children and adolescents with vision, hearing, speech, intelligence and physical disabilities, and strictly "zero rejection". In the compulsory education stage, ordinary schools shall not refuse to recruit special school-age children and adolescents who have been diagnosed and evaluated by education and have the conditions to study in regular classes or to drop out of school.

4. Children of migrant workers attend school. According to the Notice of Nanjing Education Bureau on Doing a Good Job in Admission of Migrant Workers' Children in Compulsory Education (Ningjiao Planning [2065438+05] No.28), migrant workers' children refer to school-age children whose parents (or their legal guardians) come to Nanjing for temporary residence and are not registered in Nanjing. It does not include the children of migrant workers whose household registration in this city flows across cities. Children of migrant workers attending public primary schools in our district should actually live in my temporary residence for one year (to May 3 1 day of that year), and their parents or legal guardians should provide the following materials:

(1) Family register and parents' (or their legal guardians') ID cards;

(2) Residence permit or temporary residence permit issued by the public security department for parents (or legal guardians) who have lived in jianye district for one year;

(3) the guardian's relatively stable work certificate (the labor contract signed with the employer and the certificate that the individual has paid social insurance for one year, or the valid business license issued by the industrial and commercial department for one year);

(4) Relevant certification materials that meet the requirements of the family planning policy in the inflow area;

(five) the relevant certificates of vaccination for the healthy development of newborns and infants as stipulated by the medical department.

Parents (or legal guardians) of migrant children hold the above materials, and arrange the children of migrant workers who meet the policy conditions to register on August 2 and 3 after the allocation of compulsory education degrees for registered students in jianye district. The District Education Bureau will make overall arrangements for public primary schools to complete the allocation of degrees before August 10. If the accompanying children provide materials that are inconsistent with the facts at the time of registration, once verified, according to the document of Ningjiao Planning [2065438+05] No.28, the District Education Bureau has the right to refuse the student's admission, and the student may not apply for admission in Ningjiao again within three years.

(3) private school enrollment. Private primary schools enroll students as planned, and the enrollment plans of private schools will not be tried out. The enrollment plans of private schools will be announced to the public after being audited by the district education administrative department and reported to the Municipal Education Bureau for the record.

(4) Enrollment timetable

1. Registration time for new students of registered primary schools in jianye district: May 2 1 22 (Saturday and Sunday). Guardians of school-age children shall register with the school within the above-mentioned time in accordance with the scope of the school teaching area designated by the District Education Bureau. When registering, you need to issue the household registration book, property certificate, birth certificate, vaccination card and other relevant certificates of the guardian and school-age children in the teaching area.

2. Before August 10, the school will send an admission notice to the guardian.

Fourth, the requirements of enrollment work

1. Strengthen leadership and implement it uniformly.

The district has set up a leading group for compulsory education enrollment. The school set up a leading group for enrollment work, worked out a work plan, made a good job in enrollment publicity and explanation, and standardized and orderly enrollment work. All primary schools should announce the nature of the school, the scale of running a school, the enrollment plan and the scope of teaching areas to the public before enrolling students, and take the initiative to accept supervision.

2. Strengthen supervision and discipline.

All districts should establish a strict supervision system, improve the accountability mechanism, and strengthen the management of the enrollment process. Found illegal enrollment, illegal charging behavior, once verified, resolutely investigate and deal with, cancel the relevant schools and individuals' evaluation, recognition and reward qualifications, if the violation is serious, according to the cadre management authority, the responsibility of the relevant personnel shall be investigated according to law and discipline.
