The new Compulsory Education Law brings the balanced development of compulsory education into the legal track, and takes the concept of balanced education as the fundamental guiding ideology of the new Compulsory Education Law. It can be said that the milestone significance of the new Compulsory Education Law is that it has embarked on the road of balanced development from the past.

Second, it is clear that compulsory education bears the important mission of implementing quality education. In the past, we carried out compulsory education, mainly to solve the problems of children's reading and learning, not to mention quality education. The new Compulsory Education Law stands at a new historical starting point, putting compulsory education into the track of implementing quality education and taking the implementation of quality education as a new historical mission of compulsory education. At the same time, the new Compulsory Education Law focuses on cultivating students' independent thinking ability, practical ability and innovative ability, and puts forward a series of measures to implement quality education.

Third, the new compulsory education law has returned to the essence of free compulsory education. Universal education, compulsory education and free education are the essential characteristics of compulsory education. Free steps can be implemented step by step according to the national conditions, but the characteristics of free education must be adhered to. Public welfare is the characteristic of the whole education, and compulsory education should be more thorough, not only universal compulsory education, but also free. The new Compulsory Education Law has taken another big step in free education, adding the content of no tuition on the basis of 1986. Starting from this year, the central government will exempt rural compulsory education from miscellaneous fees for two years; In urban areas, further investigation and study are needed to make plans and speed up the process.

Fourth, the management system of compulsory education has been further improved, and the overall implementation at the provincial level has been intensified. In the past, the school-running behavior of our compulsory education was mainly regulated by policies, but the new Compulsory Education Law is more important in regulating the school-running behavior of compulsory education: First, schools should not be divided into key schools and non-key schools, and schools should not be divided into key classes and non-key classes. The key is to allocate resources and policies to schools fairly, and there can be no inclination of policies, funds and resources. This article reflects the strong desire of the whole society for educational equity. Second, it is not allowed to change or change the nature of public schools in any name, that is, "famous schools cannot become civilian schools." Third, Article 25 stipulates that "schools shall not collect fees in violation of state regulations, and shall not seek benefits by selling goods and services to students or in disguised form".

Eighth, a new post system for compulsory education teachers has been established. In the past, the sequence of teachers' positions in our primary and secondary schools was divided into primary schools and secondary schools. The new Compulsory Education Law has opened up the sequence of teachers' duties in compulsory education, and the difference between primary schools and secondary schools no longer exists. Primary schools, intermediate schools and senior schools all correspond to teaching assistants, lecturers and associate professors, and primary school teachers can also evaluate associate professors, which is a great encouragement to primary school teachers. In fact, the titles of senior high school teachers who used to teach in primary schools were not standardized. This new regulation is a great incentive to mobilize teachers' enthusiasm and give full play to their intelligence. It is especially good news for primary school teachers to see the prospect of their own development and improvement. This brand-new system has made a new breakthrough in the system of teachers' posts. Of course, some supporting laws and regulations are needed.

Nine is to enhance the operability of the Compulsory Education Law. The Law on Compulsory Education provides comprehensive legal responsibilities, and the article 10 in 63 articles provides legal responsibilities, which improves the enforcement and operability of the Law on Compulsory Education to an unprecedented height. Moreover, it stipulates 22 kinds of illegal acts that violate the compulsory education law and their legal responsibilities. The past 18 Compulsory Education Law played a great historical role, but its operability was poor. The new Compulsory Education Law completely makes up for this shortcoming, greatly enhances operability and strengthens law enforcement.
