World-class universities and first-class disciplines, referred to as "double first-class"; Building world-class universities and disciplines is a major strategic decision made by the CPC Central Committee and the State Council, which is conducive to enhancing the comprehensive strength and international competitiveness of China's higher education and providing strong support for realizing the goal of "two hundred years" and the Chinese dream of great rejuvenation of the Chinese nation.

List of Double First-class Universities Class A universities are well-known universities in China, with novel teaching concepts and first-class teaching level. The list of Class B double-class colleges and universities is for the country to promote the construction of colleges and universities, accelerate the reform and development, and promote the colleges and universities listed as Class A to face up to the gap and catch up.

Third, the purpose of setting up Class A and Class B in double first-class universities:

1. Adhere to the characteristics of China, and be world-class. Carry out the requirements of "Four Services", strengthen the Party's leadership, implement the Party's educational policy, adhere to the socialist direction of running schools, implement the fundamental task of educating people, adhere to connotation development, take root in China to run universities, and actively explore the China Road China model of building world-class universities.

3. Serve the country's major strategic layout. The major strategic layout of the country is regarded as an important factor in the selection of "double-first-class" universities, and "21project" and "985 project" are regarded as an important basis for giving play to the supporting and driving role of "double-first-class" construction in regional and industry development.

4. Support special needs. For irreplaceable disciplines or fields with distinctive characteristics after long-term construction, national economic and social development is in urgent need, but it is difficult to be reflected in third-party evaluation.
