The plan mainly aims at cultivating high-level talents urgently needed by the country, enrolling outstanding undergraduate or graduate students in the fields of scientific and technological innovation, national security, energy and environment, and providing them with sufficient funds and support to cultivate scientific research talents with high level, strong professional ability and international vision.
