State schools and other educational institutions dominate the whole education system. Running schools by enterprises, institutions, social organizations, other social organizations and individual citizens, that is, running schools by social forces, is an important part of socialist education in China. The Constitution clearly stipulates this, and the state encourages collective economic organizations, state enterprises and institutions and other social forces to organize various educational undertakings according to law. The state gives necessary and appropriate assistance to the self-financing of running schools by social forces in terms of land use, related taxes, capital construction plans, examination and approval of running schools, and funds.
