According to the Teacher Law of People's Republic of China (PRC), Regulations on Teachers' Qualification, Measures for the Implementation of Regulations on Teachers' Qualification, Announcement on Teachers' Qualification in Gansu Province in the Second Half of 2022 and other relevant regulations, combined with the actual situation of our city, the relevant matters concerning the qualification of teachers in the second half of 2022 are hereby announced as follows:
First, the types of teacher qualification recognition
Kindergarten teacher qualification
Qualifications of primary school teachers
(C) Junior high school teachers' qualifications
Qualifications of senior middle school teachers
(5) Teachers' qualifications in secondary vocational schools
(six) the qualification of internship instructors in secondary vocational schools.
Second, the qualifications of teachers
(a) to apply for kindergarten, primary school, junior high school, senior high school, secondary vocational school and secondary specialized school teacher qualification (hereinafter referred to as "primary and secondary school teacher qualification");
1. China citizens who have not reached the national statutory retirement age, their domicile, residence (with local residence permit and within the validity period) or place of study (only for full-time graduates of ordinary universities and secondary vocational schools in Qingyang in 2022).
2. Servicemen and armed police stationed in Qingyang City.
3. Hong Kong, Macao and Taiwan residents can apply for the qualification of primary and secondary school teachers in their place of residence with the residence permit of Hong Kong, Macao and Taiwan residents within the validity period of our city; Hong Kong and Macao residents who hold Hong Kong and Macao residents' passes to and from the Mainland and residents of Taiwan Province Province who are valid for five years may apply to take the qualification examination for primary and secondary school teachers in our city, and the qualification of primary and secondary school teachers is recognized at the place where the examination is held.
(2) The applicant shall abide by the Constitution, laws and regulations of People's Republic of China (PRC), support the leadership of China, implement the Party's educational policy, adhere to the socialist orientation of running schools, love education, fulfill the obligations stipulated in the Teachers Law, and abide by the ten standards of teachers' professional ethics and teachers' professional behavior in the new period.
(three) strict ideological and political and professional ethics inspection, there are violations of teachers' professional ethics and the "Ten Guidelines for Teachers' Professional Conduct in the New Period" related illegal acts and criminal records will not accept the application for teacher qualification.
(four) should have the corresponding academic qualifications, as follows:
1. To apply for kindergarten teacher qualification, one should have graduated from kindergarten normal school or other institutions with school qualifications, majoring in preschool education in secondary education. (See Annex 1 for the list of schools with "pre-school education" qualification for secondary education in Gansu Province)
2. To apply for the qualification of a primary school teacher, one should have graduated from a secondary normal school or above.
3. To apply for the qualification of a junior high school teacher, you should have a higher normal college or other college degree or above.
4. To apply for the qualification of a senior middle school teacher, one should have a bachelor's degree or above from a normal university or other university.
5. To apply for the qualification of a teacher in a secondary vocational school, one should have a bachelor's degree or above from a normal university or other university.
6. Those who apply for the qualification of internship instructor in secondary vocational schools should have graduated from secondary vocational schools or above, and have professional and technical positions above assistant engineer or technical level above intermediate level.
(five) the applicant's Putonghua level should reach the second-class standard of Putonghua Level Test Grade Standard promulgated by the State Language Committee. Among them, Chinese teachers and teachers of teaching Chinese as a foreign language should reach the second-class A and above standards, and phonetic teachers and professional teachers such as broadcasting, hosting and film and television drama performance should reach the first-class B and above standards. To apply for kindergarten teacher qualification, you should reach the second-class and above standards.
(six) the applicant should have good physical and psychological quality, be able to meet the needs of education and teaching, have the ability to teach and educate people, and meet the physical conditions stipulated by the state for engaging in education and teaching. No infectious diseases, no history of mental illness, and passed the physical examination in the hospital designated by the teacher qualification accreditation institution.
(7) The applicant shall pass the national primary and secondary school teacher qualification examination and have a certificate of qualification examination for primary and secondary school teachers issued by the examination center of the Ministry of Education (within the validity period). To apply for the qualification of primary and secondary school teachers as teaching subjects and subjects, it shall be consistent with the qualification certificate of primary and secondary school teachers.
(8) Postgraduates and normal students who meet the qualification reform of primary and secondary school teachers are exempted from the examination, and they have obtained the qualifications of teachers in corresponding sections and disciplines with the "Teachers' Professional Ability Certificate" within the validity period. Those who apply for the qualifications of teachers in other subjects and disciplines are not exempt from the examination, and must take the national primary and secondary school teacher qualification examination.
(nine) other conditions, procedures and materials submitted by Hong Kong, Macao and Taiwan residents to apply for the qualification of teachers in our city are the same as those submitted by the applicants in our city.
Three, the teacher qualification procedures
(1) Online declaration
1. Online registration time

2. Registration method
Eligible applicants can log on to China Teachers' Qualification Network (www.jszg.edu.cn) within the specified online declaration time and enter from the "Online Declaration Portal for Teachers' Qualification Applicants". Register users, improve personal information, and complete real-name verification before registering for accreditation. When registering, you should select the corresponding authorized institution according to the "Selection of Authorized Institutions" in this announcement, and select the corresponding audit confirmation point according to the system prompt. Among them, in the column of "Please choose the examination form", applicants who have obtained the qualification certificate of primary and secondary school teachers should choose "national unified examination", and those who have obtained the professional ability certificate of normal students should choose "exemption from examination and identification of reformers".
3. Selection of certification bodies
(1) Qingyang Education Bureau is responsible for the application of the qualifications of senior middle school teachers, secondary vocational school teachers and secondary vocational school internship instructors in Qingyang.
(2) The accreditation body for kindergarten teacher qualification, primary school teacher qualification and junior high school teacher qualification is the county (district) education bureau of the applicant's domicile, residence or school.
(three) active servicemen and armed police stationed in Qingyang may apply to the county (District) Education Bureau where the unit or unit is located for the qualification of teachers in primary and secondary schools and kindergartens.
4. Precautions:
(1) The information provided by the applicant online must be true and valid. If the teacher's qualification cannot be confirmed due to the untrue and inaccurate information provided, the applicant shall bear the responsibility; Applicants can only apply for one teacher qualification certificate at a time, and they cannot apply for a second teacher qualification certificate nationwide within one natural year after successful application.
(2) The applicant shall truthfully fill in the personal letter and be responsible for the content. If it is inconsistent with the facts, the education administrative departments at all levels will impose administrative penalties in accordance with relevant national laws and regulations.
(2) Physical examination
1. The applicant downloads and prints the Physical Examination Form for Applicants with Teacher Qualification in Gansu Province (see Annex 2 for the template) and binds it as required.
2. You must bring your valid ID card and a 1 recent bareheaded 1 inch color photo on a white background (the photo is on the same floor as the one uploaded by China Teacher Qualification Network).
3. The items that need to be checked in the physical examination form shall be true and complete, and shall be signed by the chief physician of each department of the hospital. The hospital should fill in the opinions and affix the official seal at the medical examination results (the medical examination form without the opinions or the official seal is invalid).
4. Those who apply for the qualifications of senior middle school teachers, secondary vocational school teachers and secondary vocational school practice instructors shall have a physical examination in public general hospitals at or above the county level, which shall be selected by the hospital.
5. Applicants for junior high school, primary school and kindergarten teacher qualifications shall be subject to the announcement issued by the county (district) accreditation body.
6. Applicants during pregnancy can be exempted from medical examination items that are not suitable for pregnant women. If other detectable items are qualified, they shall be deemed as qualified in the physical examination, but the doctor in charge of the examination shall sign the pregnancy declaration on the physical examination form. When submitting the physical examination certificate, the applicant should attach the test report of positive pregnancy reaction or the file of perinatal examination.
(3) On-site confirmation
1. "On-site confirmation" time of primary and secondary school teachers' qualifications:

The specific time and arrangement of on-site confirmation shall be subject to the announcement of the Education Bureau of the county (district) where the household registration is located. The applicant shall bring the application materials to the place designated by the teacher qualification accreditation institution for on-site confirmation within the specified time. Please refer to the announcement of the county (district) teacher qualification accreditation body or consult the county (district) teacher qualification accreditation body in time to avoid missing the on-site confirmation time.
2. On-site confirmation point: Please select the household registration, residence or county (district) education bureau where the school is located.
3. If the applicant is unable to make on-site confirmation due to special circumstances, he may entrust an agent to make on-site confirmation. The applicant should download and print the power of attorney (see Annex 3 for the template), fill it in truthfully, sign it and confirm it by fingerprint. The agent must carry the power of attorney when making on-site confirmation, and show the original ID card of the agent and the corresponding materials of the applicant's on-site confirmation. Authorized institutions should strengthen material review and keep power of attorney.
4 primary and secondary school teachers' qualification "on-site confirmation" shall submit the following application materials:
(1) Original second-generation ID card of the applicant (within the validity period).
(2) Relevant household registration materials of the applicant:
(1) If applying for recognition at the place where the household registration is located, show the original of my household registration book or collective household registration book;
(2) To apply for recognition at the place of residence, present the original residence permit within the validity period of the applicant;
(3) If the 2022 fresh graduates of full-time colleges and secondary vocational schools in this city apply for accreditation at the place where they attend the school, they should show their original student ID card with complete registration information;
(4) Hong Kong, Macao and Taiwan residents to apply for recognition, to show the city's valid residence permit for Hong Kong, Macao and Taiwan residents or Hong Kong and Macao residents to and from the mainland pass, the original validity of five years of mainland travel permit for taiwan residents;
⑤ Servicemen and armed police stationed in Qingyang City should show the personnel relationship certificate issued by their subordinate units or political organs and the valid serviceman (armed police) certificate.
(3) The original physical examination form of the applicant for teacher qualification in Gansu Province (valid at that time).
(4) Submit my recent bareheaded front photo with color white background 1 photo, which is consistent with the photo uploaded by China Teacher Qualification Network.
(5) To apply for the qualification of internship instructor in secondary vocational schools, the applicant must present the original professional and technical post certificate equivalent to assistant engineer or above or the technical grade certificate equivalent to intermediate engineer or above.
(six) Hong Kong, Macao and Taiwan residents applying for the qualification of primary and secondary school teachers shall submit the original certificate of no criminal record issued by the relevant departments of Hong Kong Special Administrative Region, Macao Special Administrative Region and Taiwan Province Province. If necessary, the applicant can apply to the Gansu Provincial Teacher Qualification Guidance Center through the accreditation body in advance to issue relevant letters.
(7) Other supplementary materials. (The following materials will be compared through the identification information system of China Teacher Qualification Network when applying on the applicant's website. If the comparison is successful, there is no need to show it on the spot; If the comparison is unsuccessful, it must be presented on the spot. )
① Original academic certificate. Foreign education should also be submitted to the original foreign education certificate issued by the study abroad service center of the Ministry of Education; Hong Kong, Macao and Taiwan education should also be submitted to the original "Hong Kong, Macao and Taiwan Education Certificate" issued by the Study Abroad Service Center of the Ministry of Education.
Special note: In the process of material review, for the academic qualifications that cannot be directly compared and verified by the national information system (except for secondary vocational schools), the applicant must provide the China Higher Education Academic Certification Report or the Electronic Registration and Filing Form of Academic Certificates of the Ministry of Education, which he applied for in Xue Xin. Otherwise, it will be regarded as unqualified academic qualifications and rejected. Applicants are advised to verify their academic qualifications in Xue Xin in advance. County-level accreditation bodies should strengthen the authenticity audit of academic qualifications and verify the applicant's academic qualifications in Xue Xin.
② Original certificate of Putonghua proficiency test.
5. Paper materials that don't need to be produced when applying for the qualification of primary and secondary school teachers: the certificate of teacher qualification examination, the certificate of master of education and the certificate of teachers' professional ability of normal students are compared through the information system of China Teachers' Qualification Network, and there is no need to produce them on the spot.
(4) Issuing certificates
1. After the on-site audit is completed, the county-level accreditation body will make a review conclusion according to the audit situation and issue a teacher qualification certificate to the applicant who meets the review conditions. Please consult the on-site confirmation point of the corresponding teacher qualification accreditation institution for the specific time and method of issuing certificates.
2. The person who has obtained the teacher qualification certificate, whose "Application Form for Teacher Qualification Recognition" is kept in my file by the applicant.
Fourth, epidemic prevention and control.
All registered institutions should combine the epidemic prevention and control situation, strictly implement various prevention and control measures according to the local epidemic prevention and control requirements, reasonably arrange the wrong time and peak time, and promote the registration work safely and effectively. Applicants must know in advance the relevant regulations on epidemic prevention and control in the location of the corresponding authorized institution, do a good job in personal safety protection, and strictly implement the epidemic prevention and control requirements.
