Is free high school education really coming?
Recently, Changtai District, Zhangzhou City, Fujian Province announced the implementation of free high school programs from the fall semester of 2023. This news has aroused concern and discussion from all walks of life. Is free education in senior high school an exploration or a trend? What kind of influence and opportunity can it bring to us?

It is understood that Changtai District is not the initiator of free education in senior high schools. Throughout the country, many provinces and even some cities and counties in the whole province (autonomous region) have implemented the policy of free high school education. Among them, Zhuhai, Shaanxi, Inner Mongolia, Tibet, Qinghai and other places have achieved free education 12 years and above. The reasons and objectives of implementing free senior high school education in these places are different, some are to promote education fairness and balance, some are to help the poor and improve people's livelihood, and some are to improve personnel training and education quality.

Then, should free education in senior high schools be promoted nationwide? In this regard, the Ministry of Education said in a public reply that the current conditions are not yet mature. The Ministry of Education believes that high school education should implement the input mechanism of government investment, reasonable sharing by the educated and financing by other channels. At the same time, the Ministry of Education also emphasized the implementation of the compulsory education law and the persistence of the nine-year compulsory education system. This means that free high school education is not the same as compulsory education, nor is it a compulsory policy.
