The issuing process of ancient imperial edicts
The routine release procedure of an imperial edict is as follows: China calligraphers in Zhongshu Province (renamed Fengge when Wu Zetian proclaimed himself emperor) each wrote an imperial edict for something, and after writing it, they gave it to their leader, Zhongshu Order (or Zhongshu Assistant Minister), who selected the best one he thought, and then revised it to form a real imperial edict (cooked draft).
