Chapter I General Provisions Article 1 These Provisions are formulated in order to strengthen the macro-management of adult higher education, improve the quality of freshmen's admission and make adult higher education serve socialist construction more directly and effectively. Article 2 All kinds of adult institutions of higher learning referred to in these Provisions include: radio and television universities, staff universities, farmers' colleges, management cadre colleges, education (teachers' continuing education) colleges, independent correspondence colleges and ordinary institutions of higher learning that offer adult undergraduate and junior college education in the form of teachers' classes, cadres' specialized classes, correspondence departments and evening universities. Article 3 The enrollment plans of various adult colleges and universities shall be incorporated into the national adult higher education career plan in accordance with relevant regulations and examination and approval procedures before enrollment. Article 4 All kinds of adult institutions of higher learning implement unified enrollment nationwide. The State Education Commission has promulgated the review examination outline, organized examination questions in a unified way, determined the examination time, formulated the examination paper grading standards, and issued the minimum control scores for all provinces, autonomous regions and municipalities directly under the Central Government. Article 5 The enrollment departments of adult colleges and universities in all provinces, autonomous regions and municipalities directly under the Central Government shall organize enrollment examinations and enrollment schools to recruit new students. Chapter II Admissions Institutions and Their Responsibilities Article 6 All provinces, autonomous regions, municipalities directly under the Central Government and their subordinate cities (prefectures) and counties (cities, districts) shall, under the leadership of people's governments at all levels or provincial admissions committees, establish and improve permanent adult enrollment offices, increase the necessary staffing, provide necessary office conditions, and gradually create conditions to realize computer management; The relevant ministries and commissions in the State Council should be equipped with stable adult college enrollment staff; All kinds of adult colleges and universities should set up enrollment offices with full-time cadres. Article 7 The State Education Commission is in charge of the enrollment of all kinds of adult colleges and universities in China, and its responsibilities are:

(a) to formulate policies and work rules for the enrollment of various adult colleges and universities;

(two) the preparation of all kinds of adult college enrollment plan; To review, coordinate and allocate the enrollment plans of adult higher education in institutions affiliated to relevant ministries and commissions of the State Council and institutions directly under the State Education Commission;

(3) Organizing unified entrance examinations for all kinds of adult colleges and universities nationwide;

(four) to guide and inspect the provinces, autonomous regions and municipalities directly under the central government to implement the national unified enrollment of all kinds of adult colleges and universities;

(five) organize or urge the relevant departments to investigate and deal with major issues in the entrance examination, and protect the legitimate rights and interests of candidates and admissions staff;

(six) to organize scientific research on the entrance examination, guide the reform experiment of the entrance examination, train relevant personnel and carry out propaganda work. Article 8 The enrollment departments of adult colleges and universities in all provinces, autonomous regions and municipalities directly under the Central Government shall be responsible for:

(a) the implementation of the principles and policies of the State Education Commission, work regulations and the total number of enrollment plans issued to the region, and formulate specific implementation measures in light of the actual situation in the region;

(two) to compile and publish the professional directory of enrollment, organize candidates in the region to register and be responsible for reviewing the qualifications of candidates, and organize examinations, admissions and physical examinations;

(three) to organize the implementation of various adult colleges and universities enrollment reform pilot work;

(four) to protect the legitimate rights and interests of candidates and admissions staff, and to investigate and deal with violations of discipline and fraud;

(five) to examine and approve the list of freshmen proposed by the school;

(six) to urge the admissions school to review the new students admitted;

(seven) to carry out scientific research and publicity work of the entrance examination. Article 9 The responsibilities of the enrollment institutions of relevant ministries and commissions in the State Council are:

(a) the implementation of the principles and policies of the State Education Commission on the enrollment of all kinds of adult colleges and universities, work rules and regulations and the total number of enrollment plans issued to various ministries and commissions;

(two) according to the enrollment plan, the school enrollment plan across provinces, autonomous regions and municipalities directly under the central government;

(three) according to the needs of the relevant provinces, autonomous regions and municipalities directly under the central government designated agencies;

(four) put forward the reform and construction of the entrance examination, and assist in organizing the implementation of the entrance examination reform project approved by the State Education Commission;

(five) to organize and coordinate the enrollment of new students in this school;

(six) to carry out the entrance examination research. Tenth kinds of adult colleges and universities are responsible for enrollment:

(a) the implementation of the policies, working rules and supplementary provisions of the State Education Commission on enrollment by the enrollment departments and school authorities of adult colleges and universities in the provinces, autonomous regions and municipalities directly under the Central Government where the school is located;

(two) to implement the enrollment plan and submit the list of new students to the enrollment departments of adult colleges and universities in provinces, autonomous regions and municipalities directly under the central government in accordance with the regulations, and send the admission notice to the candidates after examination and approval;

(3) Review the admitted freshmen;

(four) other work that should be completed by the admissions school. Chapter III Enrollment Plan and Student Source Plan Article 11 According to the principle of "total amount control, hierarchical management and respective responsibilities", the State Education Commission is responsible for verifying and controlling the total amount of enrollment plans of relevant departments in all provinces, autonomous regions, municipalities directly under the Central Government and the State Council, and for reviewing and formulating enrollment plans within the approved enrollment plan limits.

The education plan management departments of all localities and departments are responsible for verifying and controlling the total enrollment plan of the school.

Schools that meet the requirements of Article 2 shall, according to the spirit and requirements of the State Education Commission on the preparation of the annual adult higher education career plan, submit the enrollment plan and student plan to the Planning Department of the Higher Education Department (bureau) of all provinces, autonomous regions, municipalities directly under the Central Government and cities with separate plans or the Education Department (bureau) of the relevant ministries and commissions in the State Council according to their affiliation. The enrollment of TV normal education in normal universities is included in the enrollment plan of local radio and TV universities.
