The state administrative units want to streamline the troops and reduce the number of civil servants, so they merged the Science and Technology Bureau and the Sports Bureau (which used to manage mass sports) with the Education Bureau, diverting personnel and streamlining administration.

Because the Education Bureau and the Sports Bureau merged into the Education and Sports Bureau, it is called the Education Bureau, which is a newly established government organization establishment bureau because of the merger of education, science and technology and sports functions after the reform of government institutions.
