Scores over six points will not be recorded in the next scoring cycle.

As soon as this news came out, it triggered a heated discussion among car owners, and support and doubts came one after another. Traffic safety education can reduce illegal points. Is this reliable?

The exposure draft clearly stipulates that there are two ways for motor vehicle drivers to receive traffic safety education:

One is to take a study exam. There are two ways to study the exam: online learning exam and on-site learning exam. The contents of study and examination include the judgment and case analysis of traffic violations, warning education of traffic accident cases, relevant provisions on self-negotiation and quick compensation of road traffic accidents, recognition of common traffic signs, markings and traffic police gestures, common knowledge of safe driving, common knowledge of highway driving, common knowledge of bad weather and complicated road driving, common knowledge of civilized driving, defensive driving, common knowledge of emergency avoidance, and knowledge of driving mental health.

The second is to participate in traffic safety public welfare activities. The exposure draft stipulates that the traffic management department of local public security organs with conditions can organize and participate in traffic safety public welfare activities to reduce traffic violation scores, including civilized traffic persuasion, traffic safety publicity, and traffic safety publicity and education base publicity. At the same time, it is clear that the traffic management department of the public security organ should accurately record the time, place, content and effect of motor vehicle drivers participating in traffic safety public welfare activities through the traffic safety public welfare activity platform, and publicly publicize the relevant situation through the network platform, accept social supervision, and avoid relevant staff and motor vehicle drivers from practicing fraud.

The exposure draft is clear, and it will not be accepted in any of the following circumstances:

1. In this scoring cycle, the motor vehicle driver scored more than twice, or the cumulative score of traffic violations reached 12.

2. The driver of a motor vehicle has more than two full marks in the latest scoring cycle.

3. In the last three scoring cycles, the driver of a motor vehicle has been punished for escaping after a traffic accident, driving a motor vehicle after drinking, or buying and selling points.

4. The motor vehicle driver's license is in the internship period, or the motor vehicle driver's license is overdue for verification, or the motor vehicle driver's license is detained or temporarily detained.

5. There are unprocessed traffic violation records under the name of the motor vehicle driver.

6. The driver of a motor vehicle has a motor vehicle whose safety and technical inspection has expired or whose registration has not been cancelled as required.

7. Motor vehicle drivers participate in traffic safety education to reduce the score of road traffic safety violations, or there are cases of fraud and impersonation when motor vehicle drivers get full marks in education, certification, education and study exams.

8. Other inadmissible cases as stipulated by the traffic administrative department of the provincial public security organ.

In addition, in order to prevent the relevant staff and motor vehicle drivers from practicing fraud, the exposure draft requires the traffic management department of the public security organ to strengthen supervision and management through face recognition and real person comparison in the process of motor vehicle drivers' study and examination to ensure that motor vehicle drivers themselves receive traffic safety education. Fines, scoring, education and study are all means, not ends. These three or other means may be used in the future, all of which serve the purpose of restraining drivers from obeying traffic rules and driving safely. They have different functions, can not be completely replaced, and even have some complementarity.

Remind car owners that driving on the road is not only responsible for themselves, but also for the lives of others on the road. Such a vital matter can't be formal and can't tolerate a little carelessness.
