Inclusive education is a new educational concept and process put forward in the declaration adopted by the World Conference on Special Needs Education held in Salamanca, Spain on June 1994. It embraces all students, opposes discrimination and exclusion, advocates active participation, pays attention to collective cooperation and meets different needs. This is an education without exclusion, discrimination and classification.
