According to the Curriculum Guidelines for Basic Education published by the Hong Kong Curriculum Development Council in 2002, the purpose of basic education in Hong Kong at present is to improve students' reflective advantages and let them give full play to their strengths. The basic education in Hong Kong has always been criticized as overemphasizing recitation (the so-called "cramming education"), which makes students unable to grasp the needs and changes of society in today's rapidly changing information society, thus making the employed talents in Hong Kong less competitive.
Therefore, the Education and Manpower Bureau hopes to fundamentally improve the quality of students through curriculum reform. The policies formulated by EMB emphasize students' ability to "learn to learn". In order to develop students' learning ability, the government put forward two concepts of "nine common abilities" and "four key points" in the above curriculum guidelines. Nine common abilities: cooperation, communication, creativity, critical thinking, information technology application, calculation, problem solving, self-management and learning.
In the two learning stages, we should study four key projects and eight learning areas. At the end of each learning stage, students are required to participate in a territory-wide systematic assessment organized by the Education and Manpower Bureau, and the assessment results will help the authorities understand the differences in students' abilities. After graduating from primary school, all students in Hong Kong will be allocated by the Central Education and Manpower Bureau to attend voluntary secondary schools.
Hong Kong's Primary Education Model
1. Comprehensive subjects: Hong Kong primary schools pay attention to comprehensive subjects, and students need to learn many subjects, including Chinese, mathematics, science, society and art, in order to cultivate students' comprehensive ability and breadth of knowledge.
2. Pay attention to individual differences: Hong Kong primary schools pay attention to the recognition and respect of individual differences, meet the learning needs of different students through different educational resources and support measures, and promote personalized teaching and learning.
3. Practice and inquiry: Hong Kong primary schools encourage students to learn through practice and inquiry, and pay attention to cultivating students' practical operation ability, observation and analysis ability, problem-solving ability and innovative thinking ability.
