In order to achieve leap-forward development and long-term stability in Xinjiang, we must deal with five major problems, namely, we must do a good job in five aspects: First, we must promote scientific development. We should give full play to our comparative advantages and late-developing advantages, sum up and learn from the valuable experience of economic and social development in other provinces and regions, and strive to achieve sound and rapid development. The second is to focus on improving people's livelihood. Give priority to solving people's livelihood problems, focus on developing social undertakings such as education, social security, medical care and old-age care, effectively solve the worries of people of all ethnic groups, and let people of all ethnic groups share a modern civilized life, enjoy fairness and dignity, and live a happier life. The third is to further deepen reform. Take reform as a powerful driving force for development, emancipate our minds, build a more open platform with a more open attitude, give play to geographical advantages, and improve the level of openness. The fourth is to continuously enhance national unity. Only when people of all ethnic groups live in harmony in the big family of the motherland can they hope for a happy life. It is necessary to further promote the unity, exchanges and integration of the people of all ethnic groups, and make Xinjiang a big family with common prosperity and development of the people of all ethnic groups. The fifth is to effectively maintain social stability. We should fully realize that unity and stability are a blessing, while division and turmoil are a curse. It is necessary to guard against and severely crack down on various forms of infiltration, sabotage and separatist activities of the "three forces", properly resolve and handle contradictions among the people, and maintain overall social stability.
