Major changes in the size, development direction and overall layout of the county shall be examined and approved by the Standing Committee of the Autonomous County People's Congress and reported to the original approval authority for examination and approval. "
3. Article 12 is amended as: "Once the county planning is approved, the Autonomous County People's Government shall publish it in time, regularly check the step-by-step implementation of the overall county planning, and report to the Standing Committee of the Autonomous County People's Congress and the original approving authority."
4. Article 52 is amended as: "If a party refuses to accept the decision on administrative punishment, it may apply for administrative reconsideration or bring an administrative lawsuit according to law. If a party fails to apply for reconsideration within the time limit, nor brings a suit in a people's court, nor complies with the decision on punishment, the organ that made the decision on punishment shall apply to the people's court for compulsory execution. "
(two) make the following amendments to the "Regulations on Education in Mengcun Hui Autonomous County":

Article 33 is amended as: "If the parents or other guardians of school-age children and adolescents fail to send their children or other wards to school in accordance with the regulations, the education administrative departments of the people's governments of townships (towns) and autonomous counties shall give criticism and education and order them to make corrections within a time limit." Four, the name of the "Regulations" in the planning and construction management of Mengcun Hui Autonomous County cited in the upper law is modified accordingly.
Article 53 is amended as: "Anyone who obstructs the county construction administrative department and its dispatched personnel from performing official duties according to law and violates the administration of public security shall be punished by the public security organ in accordance with the Law of People's Republic of China (PRC) on Punishment of Public Security Administration; anyone who violates the criminal law shall be investigated for criminal responsibility by the judicial organ according to law."
