Autonomous Regulations of Muli Tibetan Autonomous County
Chapter I General Provisions Article 1 These Regulations are formulated in accordance with the provisions of the Constitution of People's Republic of China (PRC), the Law on Regional Ethnic Autonomy in People's Republic of China (PRC) and the Regulations on the Autonomy of Liangshan Yi Autonomous Prefecture, and in combination with the ethnic, political, economic and cultural characteristics of Muli Tibetan Autonomous County. Article 2 Muli Tibetan Autonomous County (hereinafter referred to as Autonomous County) is a place where Muli Tibetan people practice regional autonomy within the jurisdiction of Liangshan Yi Autonomous Prefecture in Sichuan Province. There are also Han, Yi, Mongolian, Miao, Naxi, Buyi, Zhuang, Lisu, Hui and Bai nationalities living in the territory.

The organs of self-government of Autonomous County are located in Qiaowa Town. Article 3 The organs of self-government of autonomous counties are local organs of state power at the first level.

The organs of self-government of autonomous counties shall, in accordance with the Constitution, the Law on Regional National Autonomy and other relevant laws, exercise the functions and powers of local state organs at the county level and exercise autonomy at the same time. Article 4 The organs of self-government of autonomous counties safeguard national unity and ensure the observance and implementation of the Constitution and laws in their own localities. Put the overall interests of the country in the first place and actively complete various tasks assigned by state organs at higher levels.

The organs of self-government of autonomous counties have the right to adopt special policies and flexible measures to accelerate the development of various construction undertakings in autonomous counties according to the actual situation of the county and without violating the principles of the Constitution and laws.

If the resolutions, decisions, orders and instructions of the state organs at higher levels are not suitable for the actual situation of the county, the organs of self-government of the autonomous county may report to the state organs at higher levels for approval, implement them flexibly or stop execution. Article 5 The organs of self-government of autonomous counties shall maintain and develop the socialist ethnic relations of equality, mutual assistance, unity, cooperation and common prosperity among all ethnic groups. Citizens of all ethnic groups enjoy the rights stipulated by the Constitution and laws, and must fulfill their obligations stipulated by the Constitution and laws.

Autonomous counties protect the legitimate rights and interests of women, children and the elderly according to law, and safeguard women's rights such as equality between men and women and freedom of marriage. Article 6 The organs of self-government of autonomous counties shall ensure that all ethnic groups in the county have the freedom to use and develop their own spoken and written languages and to maintain or reform their own customs and habits. Article 7 The organs of self-government of autonomous counties shall ensure that citizens of all ethnic groups have freedom of religious belief.

No state organ, social organization or individual may compel citizens to believe in or not believe in religion, and may not discriminate against citizens who believe in or not believe in religion.

The organs of self-government of autonomous counties protect normal religious activities. No one may use religion to engage in activities that disrupt social order, harm citizens' health or interfere with the national education system.

Religious groups and religious affairs are not dominated by foreign forces. Article 8 The organs of self-government of autonomous counties respect and protect the right of the people's congresses and people's governments in ethnic townships to take specific measures suitable for their own national characteristics according to law, and help ethnic townships develop their economic and cultural construction.

The head of a nationality township shall be a national citizen who established the nationality township. Article 9 The organs of self-government of autonomous counties shall strengthen the construction of township political power. The people's governments of townships and towns guide and help villagers' committees to strengthen organizational construction and carry out their work.

Autonomous County in accordance with the provisions of the military service law, strengthen the work of the people's armed forces, do a good job in the construction of militia and reserve system. Article 10 The organs of self-government of autonomous counties lead the people of all ethnic groups to take economic construction as the center, adhere to the socialist road, adhere to the people's democratic dictatorship, adhere to the leadership of Marxism–Leninism and Mao Zedong Thought, implement administrative reform, work hard through self-reliance and develop social productive forces. Carry forward socialist democracy and improve the socialist legal system. Strengthen ideological and political work, promote the construction of socialist material civilization and spiritual civilization, and build Autonomous County into a prosperous, democratic, civilized, United and progressive national autonomous area. Chapter ii organs of self-government of autonomous counties article 11 the organs of self-government of autonomous counties are the people's congresses and people's governments of autonomous counties.

The organs of self-government of autonomous counties practice the principle of democratic centralism. Establish and improve procedures and systems for democratic decision-making and democratic supervision. Twelfth Autonomous County People's Congress is the local organ of state power in Autonomous County.

The composition of deputies to the Autonomous County People's Congress shall reflect the Tibetan people's right to regional autonomy and the principle of national unity. In the Autonomous County People's Congress, the number and proportion of representatives of all ethnic groups are determined according to the law and the relevant provisions of the Standing Committee of the Sichuan Provincial People's Congress, and are directly elected by citizens in accordance with the electoral law.

Autonomous County People's Congress has the right to formulate autonomous regulations and separate regulations according to the political, economic and cultural characteristics of autonomous counties, and report them to the Standing Committee of Sichuan Provincial People's Congress for approval before implementation. Thirteenth Autonomous County People's Congress Standing Committee is the permanent organ of the Autonomous County People's Congress, responsible for the Autonomous County People's Congress and report its work.

Among the members of the Standing Committee of the Autonomous County People's Congress, the proportion of Tibetans may be slightly higher than the proportion of their population, and Tibetan citizens shall serve as directors or deputy directors. Fourteenth Autonomous County People's Government is the executive organ of the Autonomous County People's Congress and the local state administrative organ of the Autonomous County.

Autonomous County People's Government shall be responsible for the Autonomous County People's Congress and the people's government at a higher level and report its work. When the Autonomous County People's Congress is not in session, it shall be responsible to the Standing Committee of the Autonomous County People's Congress and report its work.
