(1) Foundation: Preschool education is of great value in promoting individual's early all-round and healthy development, consolidating and improving the quality and efficiency of compulsory education, improving national quality, narrowing the gap between urban and rural areas, and promoting education and social equity, and it is the embodiment of the foundation of preschool education.

(2) The commonweal of preschool education means that preschool education has the nature of benefiting the public and society. The Education Law of the People's Republic of China clearly stipulates: "Education in China is a public welfare undertaking." Educational activities must conform to the public interests of the state and society. No organization or individual may set up schools or other educational institutions for profit. It is the basic requirement for the healthy development of education in China to insist on the public welfare of education.
