Wugang City is a county-level city under the jurisdiction of Hunan Province and managed by Shaoyang City. It is located in the southwest of Hunan Province, at the eastern foot of Xuefeng Mountain, at the northern edge of Nanling Mountain and at the upper reaches of Zishui River. The terrain is surrounded by mountains in the east, west and south, with a low middle and an inclination from south to north, with the highest elevation of 14 10 m and the lowest elevation of 260 m. The capital water flows from southwest to northeast, and many tributaries cross the city obliquely. The main minerals are coal, iron, manganese, lead, zinc, talc and oil shale. From 2065438 to September 2005, the Implementation Plan of Hunan Provincial Department of Land and Resources for Promoting the Economic System Reform of Counties Directly Administered by the Province was promulgated. According to the "Program", Wugang City has become a pilot county (city) for the economic system reform of counties directly under the jurisdiction of Hunan's land and resources.
