Second, the national inspirational scholarship identification process:
1. Before the end of May each year, the central competent department and the provinces, autonomous regions and municipalities directly under the Central Government shall, in accordance with the provisions of Article 3 of these Measures, put forward their respective national inspirational scholarship quota allocation schemes and submit them to the Ministry of Finance and the Ministry of Education. The Ministry of Finance and the Ministry of Education entrust the National Student Financial Assistance Management Center to review the allocation scheme of national inspirational scholarships submitted by the central competent departments and provinces, autonomous regions and municipalities directly under the Central Government.
2. Before July 3 1 every year, the Ministry of Finance and the Ministry of Education, in combination with the audit opinions of the National Student Financial Assistance Management Center, will issue the national inspirational scholarship quota and budget to the central competent department and the provincial finance and education departments.
Before September 1 every year, the central competent department and the finance and education departments below the provincial level are responsible for issuing the national inspirational scholarship places and budgets to their affiliated universities.
3. Before 30 September each year, students shall apply to the school in accordance with the basic application conditions of national inspirational scholarship and other relevant provisions stipulated in these Measures, and submit the Application Form for National Inspirational Scholarship in Ordinary Undergraduate Colleges and Higher Vocational Colleges.
The college student financial aid management institution is responsible for organizing the evaluation and proposing the recommended list of students who won the national inspirational scholarship that year. After the report is approved by the school leaders, it will be publicized in the school for not less than 5 working days. After the announcement has no objection, the evaluation results of central colleges and universities will be submitted to the central competent department before June 3 1 every year, and the evaluation results of local colleges and universities will be reported to the provincial education department step by step.
