The organization and handling shall be decided by the discipline inspection organ and the organization (personnel) department. Organizational handling and administrative handling, disciplinary action and judicial handling are different concepts, which cannot be substituted for each other, but can be used at the same time.

Article 1 These Regulations are formulated in accordance with the Constitution of the Communist Party of China for the purpose of implementing the requirements of strictly administering the Party in an all-round way, serious inner-party political life, purifying inner-party political ecology, strengthening inner-party supervision and standardizing inspection work.
Article 2 The CPC Central Committee and the committees of provinces, autonomous regions and municipalities directly under the Central Government shall implement the inspection system, and set up full-time inspection institutions to conduct comprehensive inspections of the party organizations of the localities, departments, enterprises and institutions under their management during their term of office.
The relevant ministries and commissions of the central government and the party groups (party committees) of various departments of the central state organs may implement a patrol system, set up patrol agencies, and conduct patrol supervision over the party organizations under their management.
The party's municipal (prefecture, league) and county (city, district and banner) committees set up patrol systems and patrol institutions to patrol and supervise the party organizations under their management.
Party organizations that carry out inspections bear the main responsibility for inspections.
