In the history of education in China, primary education became compulsory in 1904. The Compulsory Education Law of People's Republic of China (PRC), which was adopted at the fourth session of the Sixth National People's Congress on1April 1996 1986, stipulates that the state shall implement nine-year compulsory education. All provinces, autonomous regions and municipalities directly under the central government are required to determine the steps to implement compulsory education according to the economic and cultural development of their respective regions.
The law came into effect on July 1 day of the same year. This is the most important education law since the founding of People's Republic of China (PRC), which indicates that China's compulsory education system has been established.
After the implementation of the new Compulsory Education Law in September 2006, compulsory education was popularized throughout the country.
The nine-year compulsory education system is a unified education system implemented by the state. All school-age children and adolescents must enjoy the right to receive compulsory education, which is a public welfare undertaking that the state must guarantee. The Ministry of Education has announced many times that public schools are forbidden to hold key schools, key classes and fast and slow classes in the compulsory education stage, and it is not allowed to recruit students who choose schools. The Ministry of Education's "Guiding Outline of Mental Health Education in Primary and Secondary Schools" clearly puts forward that nine basic principles must be adhered to in developing psychological education.
