University country refers to the national undergraduate university. Universities are divided into: national, provincial and people-oriented. The difference is that they belong to different management departments. The national level is directly managed by the national ministries and commissions, and the provincial level is managed by the province where it is located. People-oriented belongs to affiliated or private private schools. A national university in a broad sense is relatively defined as a private university, that is, a university directly under the state.

In a narrow sense, it is mainly defined relative to provincial universities, municipal universities and private universities.

That is, a public university formally established or directly managed by the central government, directly managed by the Ministry of Education, with its president appointed by the central government, funded by the state treasury and named after the state, is not subject to the jurisdiction and intervention of local governments and organizations.
