Our country exempted agricultural tax this year. The total agricultural tax in 2004 was about 1000 billion. At present, the tax exemption is about 52 billion yuan, with an average of 800 million farmers, and 65 yuan tax is reduced for each. Compared with the rural per capita net income of 2936 yuan (data in 2004), it only accounts for 2.2%. If each farmer has four people, each household can reduce the tax in 260 yuan. This is not a very meaningful and important number. However, its real meaning goes beyond words. There are three reasons. The first is to cancel the agricultural tax, which also cancels all the work related to the agricultural tax collection. As we all know, the collection of agricultural tax is the most difficult thing. Of course, it is not easy to collect taxes from poor farmers, and the amount of each tax is very small and troublesome, and the cost of collecting taxes is very high. Moreover, confrontation between officials and the people often occurs, which worsens the relationship between officials and the people. Secondly, in the past, some irregular charges were often entrained in the tax revenue. The people didn't know what was deserved and what was entrained, so they had to pay them obediently. Now that the agricultural tax has been exempted from the root, there is no condition for collecting the entrainment fee again. Therefore, the actual burden reduced by farmers exceeds the apparent agricultural tax. Third, this is the beginning of a series of policies to support agriculture in the future. This move shows that the government's policy towards farmers has indeed changed.
