Legal analysis: According to the Compulsory Education Law, school-age children should follow the principle of enrolling in the nearest place where they are registered, that is, they should settle down if they want to study in schools around the house. Generally speaking, however, only areas with tight degrees have such strict regulations. In some areas, as long as you buy a house, you can go to school nearby. The state implements compulsory education and advocates entering schools nearby. If the household registration is not located in the school, you can bring the original household registration book and the purchase contract to move the household registration to the location of the house. You can also go to school for the record directly with your household registration book, ID card and original purchase contract. After the household registration is moved, because the real estate license has not yet come down, you can provide materials such as residence permit to enroll in school. Under normal circumstances, with the purchase contract, the school location of the school district has been obtained, and the real estate license has not been applied, which only shows that the house ownership has not been legally obtained.

According to the relevant national, provincial and municipal laws, regulations and enrollment policies, we should adhere to the principles of "exemption from examination, admission to the nearest school" and "equal education" in compulsory education. Adhere to the principle that school-age children live with their parents, adhere to the principle that the actual address of the family where school-age children live with their parents shall prevail, and adhere to the principle that the household registration is consistent with the actual address of the family where their parents live. School-age children with permanent residence in cities and towns must register with their household registration book, house ownership certificate, parents' ID card and children's vaccination certificate, and go through the registration formalities at the prescribed school. The children of migrant workers must register at the registration point designated by the Education Bureau of their actual place of residence with the residence permit of the Economic Development Zone, the labor contract signed by one parent and the employing unit or the business license issued by the administrative department for industry and commerce, the residence booklet, the parents' ID card and the children's vaccination certificate. After examination and approval, arrange to attend relevant schools in accordance with the principle of nearest admission.

Legal basis: Article 12 of the Compulsory Education Law of People's Republic of China (PRC) exempts school-age children and adolescents from the entrance examination. Local people's governments at all levels shall ensure that school-age children and adolescents are enrolled in the nearest place where they are registered.

School-age children and adolescents whose parents or other legal guardians work or live in non-registered places receive compulsory education where their parents or other legal guardians work or live, and the local people's government shall provide them with equal conditions for receiving compulsory education. Specific measures shall be formulated by provinces, autonomous regions and municipalities directly under the Central Government.

The education administrative department of the people's government at the county level shall ensure that the children of military personnel within their respective administrative areas receive compulsory education.
