The applicant shall submit a written application to the neighborhood office (or town government) where the kindergarten is located, and provide relevant information. Sub-district offices (or town governments) shall conduct a preliminary examination on the basic conditions of the planned kindergarten (class), write the preliminary examination opinions and affix their seals.

Application material

The applicant shall submit a written application and application materials to the Education Commission after signing the preliminary examination opinions. The application materials include: bid report, organizer's information, kindergarten assets, donation agreement, organization, capital verification report, development plan, park site certification documents, etc.

The District Education Commission shall, jointly with the District Health Bureau, the District Fire Brigade and other relevant departments, organize experts to conduct on-the-spot investigations if the application procedures are in compliance with the regulations, the application materials are complete and the basic conditions for running schools meet the requirements.

Issue a license

Private kindergartens approved by the District Education Committee will be awarded the People's Republic of China (PRC) Private Education License and XX Kindergarten Grade Certificate.
