On June 12, 2009, the General Office of the Provincial Party Committee and the General Office of the Provincial Government forwarded the opinions of the Provincial Department of Education, the Organization Department of the Provincial Party Committee, the Propaganda Department of the Provincial Party Committee and the Provincial Supervision Department on further standardizing the school-running behavior of primary and secondary schools and implementing quality education in depth, and made "five strict" provisions on standardizing the school-running behavior of primary and secondary schools.
First, it is strictly forbidden to issue high (middle) entrance examination indicators.
Adhere to the correct concept of educational achievements and quality, and establish and improve a scientific education and teaching evaluation and quality monitoring system in accordance with the requirements of comprehensively implementing the educational policy and deepening quality education. All relevant departments and schools around the country shall not issue high (middle) entrance examination indicators in any form, and shall not rank, reward and punish according to the high (middle) entrance examination rate or examination results. It is not allowed to publicize the results of the high (middle) examination and the enrollment rate in any form, and it is not allowed to speculate on the "top student in the high (middle) examination".
Second, strictly control the time for students to concentrate on teaching activities at school.
Adhere to the principle of "health first" and effectively protect the legal rest rights of teachers and students. Primary school, junior high school and senior high school students should not spend more than 6 hours, 7 hours and 8 hours in school every day. Non-resident students may not be organized to study at night. Self-study in the evening for resident students shall not exceed 2 class hours every day, and the written homework of middle and senior primary school students, junior high school students and senior high school students shall be controlled within 1 hour, 1.5 hour and 2 hours respectively. Primary and secondary school students should take part in school sports activities for no less than 1 hour every day, and ensure that students sleep for no less than1hour, 9 hours and 8 hours respectively in primary school, junior high school and senior high school. It is strictly forbidden for primary and secondary schools to organize collective classes for students of any grade on holidays (including weekends, winter and summer vacations), or to organize collective classes in disguised forms such as make-up classes and enrollment rates.
Third, strictly implement the national curriculum plan.
All relevant departments should, in accordance with the compilation standards, fully equip and strengthen teachers in all subjects of primary and secondary schools, and urge all primary and secondary schools to fully implement the national curriculum plan. All primary and secondary schools should offer all courses in accordance with the national curriculum plan, and they are not allowed to increase or decrease the courses and class hours at will, adjust the course difficulty and teaching progress at will, and organize students to participate in various competitions and unfair competition that violate the laws of education. The school schedule should be posted on the wall and published online, and be subject to social supervision. Before the end of the compulsory course of senior one, you can not divide classes in advance.
Four, strictly regulate the examination enrollment management.
All relevant departments and schools around the country should standardize the examination subjects and the number of students, and strictly control the number of students. Primary schools and junior high schools shall not organize unified cultural examinations in cities and counties (cities, districts). In principle, no more than 1 primary school examination and no more than 3 subjects per semester; Junior high school exams shall not exceed 2 times per semester. It is strictly forbidden to organize senior high school students to take various forms of unified, joint or monthly exams. Strictly regulate enrollment management, ordinary high schools are not allowed to enroll students before the entrance examination, and public ordinary high schools are not allowed to enroll students across the city. Strengthen the management of students' status in ordinary high schools and accelerate the establishment of a unified network management platform for students' status in ordinary high schools in the province. Accelerate the socialization reform of college entrance examination enrollment, implement online registration as soon as possible, and the college entrance examination results will be directly distributed to the candidates themselves by the enrollment examination institutions. Cities, counties (cities, districts), schools and classes are not allowed to make statistics and publish information such as individual or collective college entrance examination scores, rankings and online rates of candidates.
Five, strictly stop the illegal behavior of compulsory education schools.
In-depth implementation of the compulsory education law, it is strictly forbidden to set up key schools and divide fast and slow classes in various names in the compulsory education stage, and those that have been reported should be cleaned up and cancelled. Any public compulsory education school shall not be transformed into a private school, and the original system reform school shall be rectified within a time limit. In the compulsory education stage, the school adheres to the principle of admission to the nearest school without examination, and may not enroll students in advance and hold any form of selective examination in violation of regulations, and may not take academic competition results and specialty ratings as the basis for admission.
