The first is political ability. If you have excellent political ability, you can consciously maintain a high degree of consistency with the CPC Central Committee in thought, politics and action, and you can "cover your eyes without fear of clouds" at any time and under any circumstances. We must have a "big country" and confront the Party Central Committee.
The second is the working ability of the masses. First of all, we must be concerned about the masses, always keep the masses warm and cold in mind, and effectively solve the "urgent difficulties and worries" of the masses. To do grass-roots governance work, we need to take a heart and do our own business well.
The third is the ability of investigation and research. First, we should examine the advantages and disadvantages of our own grass-roots units and find out the family background of "things". Second, we must investigate the power of "people", our country's sages, people with prestige among the masses, petitioners and families with financial difficulties. Third, we should examine the development ideas, go out, please come in, where our conditions and environment are similar, we have developed what to learn and what to pay attention to.
The fourth is scientific decision-making ability. Grass-roots governance also has decisions, from fixed development ideas to comprehensive management of village environment and water conservancy projects. We should be good at improving our position to make decisions, making decisions on this work at a higher level, and making long-term decisions.
The fifth is the ability to cope with risks. Young cadres are relatively inexperienced, and in the face of grassroots governance, we must tighten the string of risk prevention.
The sixth is to grasp the ability to implement. Grassroots governance, facing the front line of the masses, and mobilizing mass officials to start businesses must not be false. It is necessary to effectively mobilize organizations at all levels to play the vanguard and exemplary role of party member and drive the masses to manage themselves and serve themselves.
The seventh is the ability to resist corruption and change. Grassroots cadres are around the masses, and the masses feel more directly and deeply about the "flies" in front of them than the "tigers" far away from them.
