The main responsibilities of each department are as follows:
(1) Office:
1. Coordinate the internal work of the Association, inspect and supervise the implementation of work items; 2. Responsible for the daily affairs and meeting organization of the Council and the Standing Council; 3. Organize the drafting of relevant important reports and comprehensive meeting leaders' speeches; 4. To be responsible for the training, guidance and inspection of the archives management of the secretariat of the Association and the archives management of industries and businesses; Responsible for assisting in the investigation and promotion of professional liability insurance for certified public accountants and certified asset appraisers; 5 responsible for the annual inspection of the organization code certificate; 6. Responsible for the post audit of the Association; 7. Be responsible for sending and receiving, printing, surfing the Internet and transmitting the association documents; 8. Responsible for ordering relevant materials and distributing them to accounting firms and asset appraisal institutions.
(2) registration department:
1. Study and improve the local registration management system; 2 responsible for the registration, transfer and qualification inspection of certified public accountants in the region; 3 responsible for the collection, maintenance, analysis and utilization of industry basic information; 4. Be responsible for the membership, transfer and annual inspection of non-practicing members in the region; 4. Investigate and handle complaints and reports related to registration management.
(3) Supervision department:
1. According to the industry practice quality inspection system of AICPA, carry out the annual professional ethics and practice quality inspection of accounting firms in Beijing; 2. Accepting complaints and reports of members' violations of laws and regulations; Discipline the industry according to the Disciplinary Measures of Beijing AICPA; Establish credit files; 3. Carry out multi-directional professional standards and technical guidance services; 4. Examining the qualifications of the shareholders or partners of the Firm; 5. Responsible for the management of anti-counterfeiting marks in the business report of the firm; 6. Responsible for coordination with relevant departments.
(4) Continuing the Ministry of Education
1. Under the guidance of the continuing education system of China Institute of Certified Public Accountants and the Supplementary Provisions on the Continuing Education System of China Institute of Certified Public Accountants, fully implement the annual training spirit of China Institute of Certified Public Accountants, mobilize all forces, comprehensively improve the professional quality, practice ability and professional ethics of the Beijing CPA team, and be responsible for formulating and compiling the continuing education and training plan; 2. Actively explore ways to cultivate talents and vigorously cultivate high-level industry talents; 3. Improve the quality of CPA vocational education and cultivate high-quality reserve talents in CPA industry; 4. Strengthen the development of continuing education and training materials and the construction of teaching staff; 5. Strengthen the theoretical guidance and institutional guarantee of training.
(5) Asset appraisal department
1. Approve and manage the practicing members and non-practicing members of certified asset appraisers, and support members to perform their duties according to law; 2. Handle the registration of certified asset appraisers and the establishment of asset appraisal institutions, and conduct annual inspection on the qualifications of certified asset appraisers and the conditions for the establishment of asset appraisal institutions; 3. Organize the implementation of professional standards and rules for certified asset appraisers, formulate and implement various management systems in the industry, supervise and inspect the implementation, and put forward disciplinary suggestions for certified asset appraisers and asset appraisal institutions who practice in violation of laws and regulations; 4. Organize the training of members' professional ethics, business skills and other related knowledge; 5. Cooperate with the organization of the national unified examination for Beijing certified asset appraisers; 6. Coordinate the internal and external relations of certified asset appraisers and safeguard the legitimate rights and interests of members; 7. Organize business exchanges, sum up work experience, carry out theoretical research, and constantly improve the professional level of certified asset appraisers; 8. Actively publicize the certified asset appraiser industry and obtain social support; 9. Promote foreign exchanges and strengthen exchanges and cooperation with international counterparts; 10 handle matters stipulated by national laws, industry regulations and authorized or entrusted by China Assets Appraisal Association and government departments.
(6) Propaganda Department
1. Carry out in-depth research on the theory and practice of industry development, give full play to the role of the research system entrusted by the association, explore and solve the forward-looking and operational problems in the industry development in the new period, and promote the transformation of scientific research results. 2 to carry out various forms of publicity activities, widely publicize the role of the industry in social economy, enhance the public image of the industry, promote the construction of industry culture, and show the style of the industry. 3. Edit and publish "Papers of Beijing Certified Public Accountants" and industry publicity materials to promote professional and technical progress and exchange of management experience in the industry, enliven the cultural life of the industry and better serve its members.
(7) Finance Department
1, responsible for the formulation and revision of the internal financial system and internal control system of the Association; 2. Responsible for the internal financial accounting of the Association; 3, responsible for organizing the layout and summary of the annual final accounts of the industry, responsible for the collection of membership fees; 4. Supervise and guide the financial work of the two business divisions in Beijing.
(8) Examination department
According to the spirit of the relevant documents of the Office of the Certified Public Accountant Examination Committee of the Ministry of Finance, it is responsible for organizing the national unified examination for certified public accountants in Beijing.
(9) Legal Personnel Department
1, organize industry-related legal research and carry out industry legal publicity and education; 2. Safeguard the legitimate rights and interests of members and provide legal services for members; 3 review the legality of normative documents formulated by the association; 4, in accordance with the relevant personnel education policies of the Municipal Finance Bureau and other relevant departments, formulate relevant management systems; 5. Reasonably plan the development and allocation of human resources of the Association; 6. Responsible for the assessment, training and management of workers.
(10) Personnel File Agency Department
1. Seriously implement the relevant rules and regulations of the Organization Department of Beijing Municipal Committee, Beijing Personnel Bureau and Beijing Talent Service Center on personnel file management of floating personnel, safeguard the seriousness of personnel file management and promote the rational flow of talents. 2. Responsible for the entrusted filing and personnel management of floating personnel in this industry, and provide relevant public personnel services for employers and floating personnel. These include: signing a personnel agency agreement with the unit; Accept the filing and transfer of personnel files of personnel employed by the entrusted filing unit; Receiving collective accounts and managing them; Go through the relevant formalities for going abroad (abroad) on business; Issue all kinds of personnel certificates; Receive graduates from Beijing Shengyuan College and be responsible for graduation; Responsible for entrusting the archiving unit to examine and approve the application for the introduction of non-Beijing fresh graduates; Responsible for the management of file wages and the examination and approval of length of service; Responsible for the examination and reporting of professional titles; Responsible for collecting personnel file management fees; Responsible for family planning management and publicity. 3. Responsible for the party building and league building of certified public accountants and certified asset appraisers in Beijing.
(12) Trade Union Office
1. According to the spirit of the Trade Union Law, the Articles of Association of China Trade Union and the relevant documents of the Municipal Federation of Trade Unions, and according to the work arrangement of the superior trade union and the secretariat, formulate the trade union work plan, arrange, inspect and guide the work of all grass-roots trade unions, and give full play to the role of trade union members, chairmen and grass-roots trade union members; 2. Consciously perform the functions of trade unions, give full play to their special advantages, and safeguard the legal rights and democratic rights of faculty and staff in accordance with the law; 3. Responsible for the construction and management of the computer network system of the association, and improve the level of industry informatization and office automation.
(14) service department
1, responsible for the logistics service management of the association; 2. Responsible for the association's fixed assets management (part) and the procurement and distribution of office supplies; 3. Be responsible for the meeting affairs of the Association; 4, responsible for internal and external contact and association security work; 5.
