2. Strengthen the daily management of private parks and standardize school-running behavior. The first is to hold a good pre-school education work conference. At the beginning of each semester, a pre-school education work conference attended by the directors of private kindergartens in the whole region was held to put forward clear requirements for the safety management of private kindergartens in housing, fire protection, transportation, food, sanitation and epidemic prevention, equipment and facilities, so as to prevent safety accidents; The second is to strengthen daily safety management. Each central school shall, in accordance with the territorial management authority, conduct a safety inspection of private parks once a month, and put forward rectification opinions in time when finding potential safety hazards, and order them to make rectification within a time limit; The third is to organize special safety inspections. 3. Actively encourage and vigorously develop private education. First, actively promote private preschool education for three years. Six private kindergartens were included in the three-year action plan of preschool education. Third, the existing problems
Private schools are diversified and uneven in the investment quota, management level, professional ability and school-running experience of the organizers, resulting in extremely uneven development and all-encompassing problems, but in general, they can be summarized as follows:
(A) school behavior is not standardized
Most organizers set up kindergartens with the ultimate goal of profit, ignoring the public welfare of education. They think that running a kindergarten is a private matter and a family matter, and the concept of legal system is weak. Some do not perform any examination and approval procedures, some enroll students without authorization, some run schools first and then apply for approval, some run two parks, some run branch schools in different places, transfer qualifications without declaration, expand enrollment scope without authorization, and transfer qualifications without authorization. Mixed classes of all ages, super large classes. There are also child care institutions approved by relevant departments, and illegal training and counseling are disguised as parks. These are serious violations of the Private Education Promotion Law and other relevant laws and regulations. Some either don't listen to the rectification opinions put forward by the competent departments and central schools, or drag their feet and go their own way.

School-running people are enthusiastic, but they lack modern educational management knowledge. Often it is family management, or the boss has the final say, ignoring the laws of education and teaching, lacking scientific management mechanism and professional management talents, while the principal hired has no management power and lacks supervision and restriction mechanism, which is not conducive to the standardized management of the school and the improvement of the quality of education and teaching.
(3) The security problem is very prominent.

Some private kindergartens have poor kitchen facilities, lack of basic sanitary facilities such as disinfection cabinets and refrigerators, and have not obtained health permits issued by the health administrative departments, and some faculty members have no health certificates; Failure to adhere to the food sample retention system, failure to disinfect and clean towels, cups, teaching toys, dormitories, canteens, toilets, etc. According to the requirements, the lack of tap water equipment and facilities convenient for children to drink water is likely to lead to mass public health incidents.
2, pick up and drop off vehicle safety hazards. The concentrated manifestations are: incomplete procedures for picking up and dropping off children's vehicles, imperfect system for picking up and dropping off children, and serious overloading and speeding of vehicles for picking up and dropping off children in some kindergartens. According to statistics, there are 43 legal kindergartens in the whole district to pick up and drop off children's vehicles, of which 4 have not obtained special permission for school buses; There are 49 drivers, 2 of whom have not obtained the school bus driving qualification. Unlicensed kindergartens pick up and drop off two children's vehicles, and none of them have obtained special permission from the school bus.
3. Most kindergartens in the whole region, especially rural kindergartens, have not installed video surveillance equipment, and there is no security personnel and guard system.
4, fire safety hidden danger is serious, weak consciousness. First, some kindergartens are not equipped with fire-fighting equipment as required, and some will not operate correctly even if they are equipped with fire-fighting equipment; Second, some kindergartens are not equipped with fire hydrants and fire extinguishers, the use of fire and electricity is not standardized, the fire-fighting facilities do not meet the requirements, and the fire safety audit certificate has not been obtained, which has serious security risks. Third, some kindergarten classes are too large, the corridors are narrow, and it is difficult to evacuate at ordinary times. Some kindergartens rent suites with only one entrance and no fire escape. In case of fire, there is nowhere to escape.
5. There are hidden dangers of housing safety in the park. Some kindergartens have poor environmental conditions. Most kindergartens are short of space, with poor conditions and no walls. There are problems such as small classroom, insufficient space for children's activities, no ventilation, poor lighting, no fixed outdoor activities, and insufficient indoor and outdoor activities for children.
Efforts to ban illegal school-running institutions are weak.
There are a large number of unlicensed schools in XX District. Although the work of banning illegal school-running institutions is often carried out, the work of banning involves many government functional departments, and most of them are too much thunder and too little rain. Although the notice of suspension has been issued, illegal school-running institutions still exist, but they are not related.

2, the original license of private schools, to increase the intensity and time limit of the audit, review, review qualified, can continue to run schools. For those who have not applied for a school license, but basically meet the conditions for running a school, the organizer will actively create conditions to help them apply for a school license according to relevant procedures after submitting relevant materials; For those who do not meet the requirements for running a school temporarily after rectification, the education administrative department shall not approve * first, and then deal with them according to relevant procedures after meeting the requirements; Private schools that do not have school licenses, do not meet the conditions for running schools, and have serious security risks must be resolutely banned. 3. Formulate the development plan of private education and rationally adjust the school layout. Government departments should incorporate private education into the national economic and social development plan, make overall plans for the layout scale, school conditions, students and teachers of all kinds of private education, formulate the development plan of private education, and guide the healthy and orderly development of private education. Before 2002, there were 58 schools run by social forces in our county, all of which were preschool education. Although all of them have obtained the original school-running license from social forces as required, except for the school-running units in urban areas and individual towns and villages, most of the classrooms and activity venues are small and the infrastructure is rudimentary. Some don't even have any teaching AIDS and toys, only a desk and a stool, and they don't have the conditions to run a school at all. Faced with the present situation of pre-school education organized by social forces in the county, in the spring of 2003, the Education Bureau arranged for the staff of the Vocational Education Unit to spend one and a half months in-depth investigation in various towns and villages to fully understand and grasp the situation, and put forward rectification opinions and requirements for the problems existing in running schools. If the applicant agrees to the establishment, a letter of approval shall be issued; if not, the specific reasons shall be explained. Conduct in-depth field visits to the establishment within two months after approval, put forward improvement requirements, and check the implementation again at a fixed time. After confirming that the preparation is in place, make an approval decision in the form of a document from the Education Bureau and serve it on the applicant himself. The Danfeng Yucai School received the full support and cooperation from the county bureau from the bid to the examination and approval of the Municipal Education Bureau, and the time before and after was less than three months.
