According to China's current laws and regulations, the main responsibilities of educational administrative organs at all levels in China are:
(1) Implement the education policies of the CPC Central Committee, the laws of the state on education and the administrative regulations, decisions and orders formulated and issued by the State Council, and formulate and issue departmental administrative regulations on education, as well as orders, instructions and development plans for various educational undertakings at all levels;
(two) to formulate basic documents of education and teaching, guide, supervise and inspect the ideological and political work and teaching business of schools at all levels, organize the construction of teaching materials, improve the quality of teachers, organize production, supply teaching instruments and provide modern teaching means. Carry out sports health work in schools at all levels;
(three) to organize and lead the enrollment and deployment of colleges and universities, and to promote and guide scientific research and academic exchanges in colleges and universities;
(4) To be responsible for the management and education of students studying in China and abroad;

The above are the main institutional setup and basic functions and powers of China's education administration. According to China's current education structure, it also constitutes the leadership relationship within the education system, which is basically as follows:
(1) Preschool education is generally organized by enterprises and institutions, or by grassroots organizations such as streets and neighborhood committees. The administrative department of education is responsible for business guidance and the establishment of model preschool education institutions.

Full-time education at all levels and types, in which institutions of higher learning implement dual leadership, which is under the centralized management of the State Education Commission and the education administrative departments of provinces, municipalities directly under the Central Government and autonomous regions, and is managed by comprehensive universities, multidisciplinary industrial universities and normal universities. Institutions of higher learning such as industry, agriculture, medicine, finance and economics, politics and law, art and sports are managed by the relevant competent departments at the central or provincial level.
The relevant departments of secondary specialized schools and technical schools are under the dual leadership of the Ministry of Education, with business departments as the mainstay.
Middle schools are led by cities and counties, and primary schools are led by education administrative departments of cities and counties. Among them, rural schools are jointly managed by the county and township levels, and rural school institutions should exercise their functions and powers under the direct leadership of township governments and the leadership of county-level education administrative departments.
Children's schools or other specialized schools established by factories, mines, enterprises, institutions and farms shall be led by their units. Accept the guidance of the local education administrative department in business.

Radio and television and correspondence education are jointly organized by the education department and the radio and television department. Correspondence education is managed by the education department.

Staff education is established by the the State Council Municipal Education Commission, and local staff education committees at all levels are responsible for formulating major principles and policies for staff education, making unified plans, inspecting and implementing them, and coordinating all aspects of work. All kinds of schools set up for staff education are generally managed by industrial and mining enterprises and institutions, and staff education management institutions at all levels are responsible for supervision, inspection and coordination.

Special schools include schools for the deaf, work-study schools and other schools organized for special purposes. Among them, the deaf-mute schools are managed by the education department, and the reform-study schools are led by the education department, the public security department and the Communist Youth League, with the education department as the main part.
In the above educational structure, there are four administrative systems. In addition to the education administrative departments set up by people's governments at all levels, the education administrative departments of ministries, commissions, bureaus and social organizations in the State Council, the education administrative departments of local governments at all levels and systems, the education administrative departments of grass-roots enterprises and institutions and other economic organizations, these three systems are responsible for the management of all kinds of schools at all levels.
