According to the plan "Proposal", by 2035, China will become a cultural power, an educational power, a talent power, a sports power and a healthy China, with the national quality and social civilization reaching a new height and the national cultural soft power significantly enhanced.

To achieve the goal of a strong cultural country, we need to start from the following three aspects:

The first is to improve the level of social civilization. Specific tasks include promoting the formation of ideas, spiritual outlook, civilized fashion and behavioral norms that meet the requirements of the new era, promoting the normalization and institutionalization of ideal and belief education, and strengthening the construction of network civilization.

The second is to improve the level of public cultural services. For example, it emphasizes the overall prosperity of press and publication, radio, film and television, literature and art, philosophy and social sciences; We will promote the integration of urban and rural public cultural service systems, innovatively implement the project of benefiting the people through culture, extensively carry out mass cultural activities, and promote the digitalization of public culture.

The third is to improve the modern cultural industry system.
