The Regulation has designed a set of rules for preventing and controlling student bullying: it defines the concept of student bullying, emphasizes the specificity of the subject, the subjective intention and the harmfulness of the consequences, and distinguishes student bullying from campus violence and normal frolicking among students. This paper sorts out the bullying behaviors of students, and sums up five types of bullying behaviors, namely, infringing on the body, insulting personality, infringing on property, malicious exclusion, online slander or spreading privacy.
The regulations require the establishment of a student bullying prevention mechanism, and stipulate the student bullying education system and the investigation and evaluation system. Establish a mechanism to pay attention to, intervene and stop students' bullying, and require faculty and staff to pay attention to students who may be in a weak or special position, intervene in time when they find that students are isolated and excluded, and stop students from bullying others in time. Establish a student bullying identification and disposal mechanism, require schools to set up a student bullying governance organization to investigate and identify, and educate and punish students who have bullying behavior.
In addition to defining the special protection system, the Regulations also define the school protection responsibility, school management requirements, protection mechanism and support and supervision measures.
As far as defining the responsibility of school protection is concerned, the regulations summarize the basic rights of minors that schools should protect according to the Constitution, the Civil Code, the Law on the Protection of Minors, the Education Law and other laws, and set up a special chapter called "General Protection" to make provisions.
