This autumn, students in secondary vocational schools can apply for state grants.
Students with grades 12 and 12 can get 1.500 yuan every year if they are paid monthly.
Beijing, 9 July (Reporter Liu Qin): Freshmen and sophomores in secondary vocational schools enrolled this fall will be able to apply for state grants. The reporter learned from the press conference of the Ministry of Education 13 held today that the Ministry of Finance and the Ministry of Education recently jointly issued the Interim Measures for the Administration of State Grants for Secondary Vocational Schools. According to the "Measures", state grants are paid to each student every year 1500 yuan on a monthly basis, and students can receive them within one month of enrollment.
"All rural students in secondary vocational schools enjoy state grants. According to our current education statistics, students' identities are divided into three categories, one is rural, the other is county and township, and the other is city. The state grants are for full-time students in secondary vocational schools, all rural registered students in grades one and two, non-agricultural registered students in counties and townships, and students with financial difficulties in urban families. At the press conference, Zhao, director of the Department of Science and Education of the Ministry of Finance, introduced the recipients of state grants for secondary vocational schools and the application, evaluation, approval and distribution procedures.
It is understood that in addition to starting school this autumn, starting from the beginning of each year in 2008, all localities should report the number of students in local secondary vocational schools to the Ministry of Finance and the Ministry of Education, including the number of rural students, the number of students with financial difficulties in urban families, and the situation of students. After the audit of the Ministry of Finance and the Ministry of Education, the provincial funding places and funds will be budgeted to the provincial finance and education departments before the end of May each year. The financial and educational departments of local provinces and cities must allocate funds and subsidies to their secondary vocational schools before the end of August each year. "So secondary vocational schools know how many funding places there are and how much money there is before school starts." Zhao Lu said.
Zhao Lu also specifically explained the five links of how students apply for state grants: after the senior high school entrance examination, the admitted students will get a state grant application form and application guide when they receive the admission notice; Students should fill in these forms and submit them to the school within one week of admission; Then the school will review the students' applications in accordance with state regulations, and the review list will be publicized in the school for not less than 5 days. After publicity, it will be reported to the finance or education department at the same level for approval; Then there is the examination and approval link, in which the finance and education departments at the same level examine and approve the number of aided students, the specific list and funds of secondary vocational schools at the same level; Finally, after receiving the documents approved by the statistics, finance and education departments, the school will distribute the grants to the aided students within one month of their enrollment.
"The national grant 1500 yuan is not given to him at one time, but is paid monthly. Excluding winter and summer vacations, it is about 10 months, with an average of one month 150 yuan. " Zhao Lute emphasized that all secondary vocational schools should handle a bank savings card for each aided student and transfer the money directly to the card every month. Secondary vocational schools shall not reduce or deduct state grants in kind or in the form of services. Handling bank savings cards for students may not charge fees such as student card fees and deposits, and may not be deducted from the state grants obtained by students.
It is understood that for the management responsibility of secondary vocational schools, the Measures stipulate that the principals of secondary vocational schools are the first responsible persons for managing and distributing state grants well, and they should bear the responsibility first when problems arise. In addition, the measures also require secondary vocational schools to set up specialized institutions with full-time staff to carry out student financial assistance, which is a very important task for secondary vocational schools.
