The capital of the Autonomous Prefecture is located in Dawu Town. Article 3 The organs of self-government of autonomous prefectures are the people's congresses and people's governments of autonomous prefectures.
The organs of self-government exercise the functions and powers of local state organs in cities and counties divided into districts, and exercise autonomy at the same time. Article 4 The organs of self-government of Autonomous Prefecture, under the leadership of China, unite and lead the people of all ethnic groups in Quanzhou, take economic construction as the center, adhere to the Four Cardinal Principles, persist in reform and opening up, work hard through self-reliance, and gradually build Autonomous Prefecture into a national autonomous area with economic prosperity, national unity, social stability, rich people, democracy and civilization. Article 5 The organs of self-government of autonomous prefectures safeguard national unity, ensure the observance and implementation of the Constitution and laws in their own localities, and actively complete various tasks assigned by state organs at higher levels.
The organs of self-government adopt special policies and flexible measures to accelerate the development of economy, education, science, culture, health and other undertakings in the state without violating the principles of the Constitution and laws.
If the resolutions, decisions, orders and instructions of the state organs at higher levels are not suitable for the actual situation of the autonomous prefecture, the organs of self-government shall report to the state organs at higher levels for flexible execution or stop execution. Article 6 The organs of self-government of the Autonomous Prefecture ensure that all ethnic groups in the Autonomous Prefecture are equal, and citizens of all ethnic groups enjoy the rights stipulated by the Constitution and laws, and must fulfill their obligations stipulated by the Constitution and laws. Article 7 The organs of self-government of autonomous prefectures maintain and develop socialist ethnic relations of equality, unity and mutual benefit. Article 9 The organs of self-government of autonomous prefectures shall ensure that citizens of all ethnic groups in autonomous prefectures have freedom of religious belief. No state organ, social organization or individual may compel citizens to believe in or not believe in religion, and may not discriminate against citizens who believe in or not believe in religion.
The organs of self-government strengthen the management of religious affairs and protect normal religious activities. No one may use religion to undermine social order and national unity, damage citizens' health, interfere with marriage and family planning, interfere with the state administration, justice, education system, production and construction, and promote scientific and technological activities.
Religious groups and religious affairs are not dominated by foreign forces. Article 10 The organs of self-government of autonomous prefectures shall strengthen the construction of socialist spiritual civilization, and educate citizens of all ethnic groups on adhering to the Four Cardinal Principles and opposing bourgeois liberalization, as well as on patriotism, socialism, collectivism, hard struggle, national policies, national unity and law-abiding; Cultivate socialist citizens with ideals, morality, education and discipline, and improve the ideological and moral quality of people of all ethnic groups. Chapter II Organs of Self-government and People's Courts and People's Procuratorates of Autonomous Prefecture Article 11 The People's Congress of Autonomous Prefecture is the local organ of state power in Autonomous Prefecture, and its permanent organ is the Standing Committee of the People's Congress of Autonomous Prefecture.
Tibetan citizens shall account for more than half of the members of the Standing Committee of the Autonomous Prefecture People's Congress.
The Standing Committee of the Autonomous Prefecture People's Congress shall have Tibetan citizens as the director or deputy director. Twelfth Autonomous Prefecture People's government is the executive organ of the Autonomous Prefecture People's Congress and the local state administrative organ of the Autonomous Prefecture.
The governor of the autonomous prefecture is a Tibetan citizen.
The members of the Autonomous Prefecture People's Government and the staff of its subordinate departments shall be equipped with Tibetan personnel as far as possible.
All departments and staff of the Autonomous Prefecture must be honest, accept the supervision of the people and serve the people wholeheartedly. Article 13 When performing their duties, the organs of self-government of autonomous prefectures use both Tibetan and Chinese languages at the same time or separately.
The organs of self-government encourage cadres of all ethnic groups to learn from each other. Han cadres should learn Tibetan language, and Tibetan cadres should learn Mandarin and Chinese, which are commonly used throughout the country, while learning to use their own national language. Reward cadres who can skillfully use Tibetan and Chinese languages.
The official seals and plaques of state organs, enterprises and institutions in Autonomous Prefecture shall be written in both Tibetan and Chinese.
The organs of self-government of Autonomous Prefecture shall set up Tibetan language translation and research institutions to do a good job in Tibetan language translation and research and promote the continuous development of Tibetan language. Fourteenth Autonomous Prefecture Intermediate People's Court and Autonomous Prefecture People's Procuratorate shall have Tibetan citizens as presidents or vice presidents, procurators or deputy procurators, and the staff shall be staffed with Tibetan personnel as far as possible.
Autonomous Prefecture People's Court and Autonomous Prefecture People's Procuratorate independently exercise judicial power and procuratorial power according to law. In judicial and procuratorial activities, Tibetan and Chinese are used simultaneously or separately to ensure that citizens of all ethnic groups have the right to use their own spoken and written languages in litigation, and those who are not familiar with Tibetan and Chinese should be translated for them.
