Legal basis: Measures for the Implementation of the Archives Law of People's Republic of China (PRC) Article 5 People's governments at or above the county level shall strengthen their leadership over archives work, incorporate the construction of archives into the national economic and social development plan at the corresponding level, establish and improve archives institutions, determine the necessary staffing, and make overall arrangements for the funds needed for the development of archives.
