Legal analysis: (1) The applicant has a stable occupation in Ningbo; (2) The applicant shall pay the basic endowment insurance or social insurance for migrant workers in Ningbo according to law. (3) Both applicants have obtained Zhejiang Residence Permit or Zhejiang Temporary Residence Permit 1 year or above in Ningbo; (4) The applicant has not violated the national family planning policy.

Legal basis: Article 35 of the Compulsory Education Law of People's Republic of China (PRC): According to the physical and mental development and actual situation of school-age children and adolescents, the education administrative department of the State Council determines the teaching system, educational content and curriculum, reforms the examination system, improves the enrollment method of senior middle schools, and promotes the implementation of quality education.

Schools and teachers carry out educational and teaching activities in accordance with the determined educational and teaching contents and courses to ensure that the basic quality requirements stipulated by the state are met.

The state encourages schools and teachers to adopt heuristic education and other teaching methods to improve the quality of education and teaching.
