Colleges and universities:

In order to implement the national and Beijing medium-and long-term education reform and development plan, the State Council's "Decision on Strengthening the Construction of Teachers in an All-round Way" (Guo Fa [2012] No.41) and the General Office of the Municipal Party Committee's "Opinions on Strengthening and Improving the Ideological and Political Work of Young Teachers in Colleges and Universities" (Beijing Office [2012]/KLOC- The relevant matters are hereby notified as follows:

I. Guiding ideology

Guided by Deng Xiaoping Theory, Theory of Three Represents and Scientific Outlook on Development, we should implement the strategy of rejuvenating the country through science and education and the strategy of strengthening the country through talents, take improving the quality of higher education as the core task of higher education reform and development, and take the construction of young teachers in colleges and universities as the basic work of the construction of teachers in colleges and universities. Adhere to the principle of close integration of teaching, scientific research and social practice, and strive to help young teachers actively explore and practice the laws of education and teaching, improve their political and professional ethics, enhance their sense of responsibility and mission in teaching and educating people, and strive to build a team of young teachers with strong political quality, fine professional ability and positive style of study and teaching. Therefore, it has become the backbone of teaching and scientific research, a good teacher for college students to grow into talents, and a new force for serving economic and social development.

II. Objectives and tasks

This project has been implemented since 20 13, with a period of three years, and about 2,000 outstanding young teachers under the age of 35 (inclusive) are selected for key support each period. Through teaching research, scientific research and social practice, help young teachers to continuously improve their teaching, scientific research and social service capabilities, and enhance their professional ethics and comprehensive quality.

Third, the selection conditions

(a) with good professional ethics, correct education and teaching ideas, full of enthusiasm for education and teaching, dedication, be a teacher.

(two) aggressive, have a strong sense of improving their professional quality and teaching ability, and have great development potential.

(three) engaged in education and teaching for more than 3 years, under the age of 35, with a master's degree or above.

(4) Young teachers who have been funded by various scientific research projects and personnel training projects do not belong to the scope of this project.

Fourth, the scope of implementation and funds.

The "Young Talents Program" in Beijing universities is implemented within the scope of ordinary universities in Beijing.

Teachers selected for the "Young Talents Program" of colleges and universities in Beijing have been given a project subsidy of 50,000 yuan per person per year for three consecutive years. Funding is mainly used for teaching, scientific research, social practice and other projects. Mainly includes:

(a) education and teaching projects: including discipline construction and development, teaching reform, teaching research, textbook compilation and other projects that can improve the teaching ability of young teachers.

(2) Scientific research projects: including projects that can improve young teachers' scientific research ability by carrying out subject research and academic exchanges.

(3) Social practice projects: including practical investigation, investigation and study in enterprises, communities, institutions and institutions, and participation in vocational qualification training, etc., can improve the social practice ability of young teachers.

(1) Colleges and universities select and recommend according to the number of applicants issued by the Municipal Education Commission, the application conditions stipulated in the detailed rules for implementation and the actual situation of the school. Applicants fill out the Application for Young Talents Program in Beijing Colleges and Universities, and provide relevant materials as required. Colleges and universities should organize experts to review the applicant's ethics, teaching level and scientific research ability, put forward recommendations, and publicize the referees for 5 days, and report to the Personnel Department of the Municipal Education Commission without objection.

(2) The recommended candidates shall be publicized on the website of the Municipal Education Commission for 5 days after being examined and approved by the leading group of Beijing University Young Talents Program, and the list of candidates selected for Beijing University Young Talents Program shall be announced after no objection.

Management and evaluation of intransitive verbs

(1) The "Young Talents Program" in Beijing universities is jointly managed by the Municipal Education Commission, the Municipal Education Commission and universities. The Education Working Committee of the Municipal Party Committee and the Municipal Education Commission set up a leading group for the "Young Talents Program" in Beijing universities, which is responsible for coordinating the "Young Talents Program". The Personnel Department of the Municipal Education Commission is specifically responsible for the daily work of the Young Talents Program. Colleges and universities are responsible for the selection and assessment of personnel, and cooperate with the Municipal Education Commission to manage the selected personnel.

(two) according to the relevant requirements of the declaration, the colleges and universities where the selected personnel are located organize experts and relevant administrative departments to conduct annual assessment of the selected personnel, and the assessment results shall be reported to the Municipal Education Commission for the record at the end of March of the following year. Those who pass the annual assessment will be allocated funds for the next year according to the fund use plan. After the end of the funding period, the selected personnel will be finally assessed, and the assessment results will be reported to the Municipal Education Commission for the record at the end of March 2065438+2006. The final exam results will be used as the basis for young teachers to declare various talent training projects and scientific research projects of the Municipal Education Commission in the future.

(three) the construction objectives, contents, progress and project leaders of the project shall not be adjusted at will. If it is really necessary to adjust or change, it shall submit a written application to the Municipal Education Commission.

(IV) Those who resort to fraud, engage in malpractices for selfish ends, plagiarize other people's achievements and other improper acts in the project declaration, implementation and evaluation, once verified, will be disqualified from applying for the planned tasks of the Municipal Education Commission within a certain period of time.

(5) In the medium-term funding, the Municipal Education Commission will organize experts to conduct spot checks on the project implementation of some selected personnel. For projects that fail to submit annual report materials or information on time and fail to accept supervision and inspection according to regulations, the Municipal Education Commission will take measures such as slow allocation, reduction of allocation and suspension of disbursement of funds, and require the project leader to make rectification within a time limit. Teachers who fail to pass the examination or are transferred from our school during the funding period will be disqualified.

(6) Teachers' Training Center of Beijing institutions of higher learning makes relevant plans according to the selected personnel, designs scientific training programs and carries out relevant training according to the professional distribution of the selected personnel, and reports the annual training performance to the Municipal Education Commission.
