Graduates of general enrollment plan are a kind of national education graduates, including only graduates of general higher education (university) enrollment plan, and the scope is even smaller.
Graduates from vocational high schools, vocational secondary schools and other specialties are not included in the enrollment plan of ordinary high schools and secondary schools, and they are not graduates of the ordinary enrollment plan. In addition, qualifications obtained from self-study exams, adult college entrance examinations and online education are also regarded as adult education qualifications in national education. Ethnic education graduates: education carried out by schools and other educational institutions approved or registered by governments at all levels or educational administrative departments according to law.
Graduates of general enrollment plan: qualified graduates from high schools in mainland People's Republic of China (PRC) (excluding Hong Kong Special Administrative Region, Macao Special Administrative Region and Taiwan Province Province) or graduates who have passed the selection examination by candidates with equivalent academic qualifications.

National education graduates: certificates issued to students by private colleges and universities in accordance with the Education Law of the People's Republic of China and the Law on the Promotion of Private Education.
