In 2002, the government invested another 6,543.86 billion pounds in this project. In 20001year, the United Nations Children's Fund and the Kosovo Open Society Foundation began to implement literacy projects. They soon found that the existing local textbooks could not be used. They changed their original way of working. First, they set up a preparatory seminar group composed of representatives of local women's organizations, consultants from the Institute of Education and an interpreter to write new textbooks. This group has developed a set of teaching materials called "Window of Life". This set of textbooks has been adopted by literacy projects in 19 cities in all five regions of Kosovo. In 2002, there were more than 130 organizations in Kosovo, with a total of about 2,250 people studying in schools, clubs and women's groups several times a week.
