I. Background of this revision

The current Regulations on the Management of Student Status in Compulsory Education in Jiangsu Province and the Regulations on the Management of Student Status in Ordinary High Schools in Jiangsu Province were issued on 20 14. With the comprehensive reform of basic education entering a new stage, the state has made new arrangements for the reform and development of basic education, and some provisions of the current Regulations on the Management of Student Status in Primary and Secondary Schools in our province can no longer meet the needs of education and teaching reform under the new situation.

In order to better implement the new requirements of the national basic education reform and development, implement the national reform spirit of "simplifying administration and decentralizing administration, combining administration with management, and optimizing services", standardize the management of student status in primary and secondary schools, and create a good educational ecology, we have improved and revised the current regulations on student status management in primary and secondary schools.

Second, the basis of this revision

This revision is mainly based on the Education Law of the People's Republic of China, Compulsory Education Law of People's Republic of China (PRC), Law on the Protection of Minors in People's Republic of China (PRC), Regulations on the Implementation of the Law on the Promotion of Private Education in People's Republic of China (PRC) (202 1 Revision) and Measures for the Implementation of Compulsory Education Law in People's Republic of China (PRC) in Jiangsu Province. The spirit of the Measures for the Administration of Student Status in Primary and Secondary Schools of the Ministry of Education, the Notice of the General Office of the Ministry of Education on Further Standardizing the Administration of Student Status in Primary and Secondary Schools (No.2016) and the Notice of the Ministry of Education on Cancelling a Batch of Certification Matters (No.2019).

Three. Principles of this revision

The first is to implement the requirements of superiors. Implement the latest spirit of the relevant national laws and regulations and the management of primary and secondary school students' status in the Ministry of Education, implement the requirements of decentralization, strengthen supervision and improve services, and reform and simplify work certification materials. The second is to adhere to the problem orientation. Focus on the new situation and changes in the teaching reform of basic education, and strive to solve the practical problems encountered in the management of student status, while maintaining the relative stability and continuity of policies. The third is to highlight standardized management. Further clarify and refine the relevant conditions, handling requirements, responsibilities of schools and education administrative departments for the change of student status in primary and secondary schools, and ensure the legitimate rights and interests of every student in school. The fourth is to embody humanistic care. On the premise of strengthening the standardized management of primary and secondary school student status, we should fully consider the reality of different groups such as students with special needs and ensure the individualized growth and development needs of each student.
