Thirtieth people's governments at or above the county level shall ensure that the average salary level of teachers is not lower than that of local civil servants, and pay them in full and on time. The special post allowance for special education teachers and the teaching allowance for rural school teachers shall be implemented in accordance with the relevant provisions of the state and the province.
The people's governments at or above the county level shall guarantee the social insurance benefits for teachers, improve the medical security mechanism for teachers and improve their working and living conditions.
