Provisions of Qinghai Province on the Administration of Religious Personnel
Article 1 These Provisions are formulated in accordance with the Constitution of People's Republic of China (PRC) and relevant national laws, regulations and policies, and in combination with the actual situation of our province, in order to ensure the normal religious activities of religious personnel and safeguard their legitimate rights and interests. Article 2 The religious personnel mentioned in these Provisions refer to:

(1) Buddhism: Zhige, Zawa, Russia-China, Juemu;

Monks, laity, nuns;

② Islam: Imam;

(3) Catholicism: bishops, priests, monks and nuns;

(4) Christianity: priests, elders and priests;

(5) Taoism: Taoism, Taoism. Article 3 Patriotic religious groups at or above the county level who pass the examination or hold a diploma from a religious institution may be recognized as religious personnel. Patriotic religious organizations at or above the county level shall issue certificates for religious personnel and report them to the religious affairs departments at or above the county level for the record.

The legitimate rights and interests of recognized religious personnel are protected by law.

Citizens who have not obtained the qualifications of religious personnel shall not engage in educational activities as religious personnel. Article 4 Rights of religious personnel

(a) to engage in religious activities in places of religious activities in accordance with the canon, and to hold religious ceremonies in accordance with religious customs;

(two) to participate in the democratic management of temples and churches, protect the property of temples and churches according to law, and safeguard the legitimate rights and interests of temples and churches;

(three) to resist the use of religion by foreign hostile forces to carry out infiltration and sabotage activities;

(four) to obtain living expenses in accordance with the provisions of temples and churches, and to accept donations, nietie and dedication voluntarily donated by religious citizens;

(five) engaged in the collation, translation and religious academic research of religious classics, reflecting the opinions and demands of religious citizens;

(six) with the consent of the religious affairs departments at or above the county level and patriotic religious groups, and after going through the formalities in accordance with the relevant provisions on foreign exchanges, they can conduct religious academic exchanges and friendly exchanges with overseas religious groups and religious figures. Article 5 Obligations of religious personnel

(1) Abide by the Constitution and safeguard national unity and national unity. Assist the government to implement the policy of freedom of religious belief and engage in religious activities within the scope of laws, regulations and policies;

(two) love the country and religion, contact religious citizens, and obey democratic management;

(3) Respecting citizens' rights to believe in and not believe in religion, and promoting and maintaining unity among citizens who believe in and do not believe in religion, and between citizens of different religions and different sects of the same religion;

(4) Adhere to unity in opening temples, seek common ground while reserving differences, respect each other, live in harmony, and consciously resist sectarian disputes;

(five) to participate in meetings and studies organized by people's governments at all levels and patriotic religious groups, and to accept the education of patriotism, socialism, national laws, regulations, principles and policies, and independent churches;

(six) actively participate in productive labor and social welfare undertakings organized by temples and churches. Sixth religious personnel should accept the leadership of the local people's government and the guidance of patriotic religious groups, and carry out educational activities under the unified arrangement of the democratic management institutions of temples and churches. Article 7 Religious personnel applying to preside over religious activities in temples and churches must be recommended by democratic management organizations, reviewed by township (town) people's governments, and approved by religious affairs departments at or above the county level. Article 8 The admission of religious personnel shall be subject to the consent of democratic management institutions, but it shall not exceed the number of religious personnel in temples and churches. Article 9 Religious personnel shall not interfere in state administration, justice, education, marriage, family planning and popularization of science and technology, and shall not engage in superstitious activities that do not belong to religion and endanger national interests and the safety of citizens' lives and property. Article 10 Religious personnel shall not ask foreign religious groups and religious figures for money, religious allowances and teaching funds in any way, and shall not accept and disseminate instructions from foreign religious forces. Without approval, religious books and periodicals, religious propaganda materials and religious audio-visual products shall not be distributed overseas without authorization. Eleventh religious personnel shall not organize or participate in large-scale religious activities across regions without approval. Twelfth religious personnel after the expiration of their sentences, there is indeed repentance, and they demand to continue to hold religious posts, which shall be audited by local patriotic religious groups and reported to the religious affairs department at or above the county level for approval. Thirteenth in violation of the provisions, depending on the seriousness of the case, by the religious affairs departments at or above the county level or the public security organs in accordance with the relevant laws and regulations of the state, until the recovery of religious personnel certificates; If a crime is constituted, criminal responsibility shall be investigated by judicial organs according to law. Fourteenth the specific application of these Provisions shall be interpreted by the Provincial Ethnic and Religious Affairs Committee. Article 15 These Provisions shall come into force on June 1 992+1October1day.
