People's Republic of China (PRC) Teachers Law, Regulations on Teachers' Qualifications and other laws and regulations stipulate that the qualifications of primary and secondary school teachers shall be determined by the education administrative department of the local people's government at or above the county level, and the qualifications of teachers of secondary specialized schools and technical schools shall be determined by the education administrative department of the local people's government at or above the county level.
