In order to further implement the spirit of the Notice of the Ministry of Education on Launching the National Plan for the Construction of Primary and Secondary School Teachers' Educational Technology Capacity (Teacher [2005] No.5) and the Notice of the Provincial Department of Education on Launching the Construction Project of Primary and Secondary School Teachers' Educational Technology Capacity in Guangdong Province, our province started the intermediate training of the construction project of primary and secondary school teachers' educational technology capacity in 2009.
Second, introduce intermediate training.
(a) training purpose
Based on the Standards of Educational Technology Ability of Primary and Secondary School Teachers (Trial), this paper aims to further improve the application ability of educational technology of primary and secondary school teachers, promote the effective application of modern educational technology in teaching, and enable more primary and secondary school teachers to better master the teaching methods of the new curriculum under the background of the information age, so as to improve the ability level of primary and secondary school teachers in our province to implement quality education and improve the quality of primary and secondary education and teaching.
(2) Training objectives
Starting from 2009, it will take three years to organize 40% primary and secondary school teachers with learning conditions in our province to participate in and pass intermediate training of not less than 50 hours, so as to further improve the design and application ability of educational technology for primary and secondary school teachers in our province; At the same time, establish a unified training quality evaluation and certification system in the province, standardize the project operation behavior, and promote the in-depth and healthy development of the project; On this basis, we will gradually form a good atmosphere to encourage teachers to generally use educational technology in teaching practice, and establish a complete achievement transformation system.
(iii) Implementation plan
1. Training methods
The intermediate training of educational technology in our province adopts a brand-new distance training method. Compared with the traditional face-to-face training, the intermediate training of educational technology has the advantages of "multi-angle guidance, full-time autonomy and multi-form interaction". After attending and passing all intermediate courses, students must take the final exam before entering the certification stage. The completion test adopts the way of online remote independent test. Students who have completed the training graduation examination and passed the overall evaluation can obtain the intermediate training certificate of educational technology in Guangdong Province after being certified by the provincial project office.
2. Training content
The intermediate training of educational technology in our province has achieved four unifications, namely, unified standards, unified courses, unified platforms and unified certification. The course of intermediate training adopts the online course developed by Peking University Internet College, which is only recognized by the Ministry of Education. At the same time, combined with the characteristics of teacher training in our province, with the approval of the National Project Office and the Central Audio-visual Education Center, appropriate localization transformation was carried out.
The intermediate training of educational technology in our province pays attention to expert guidance and teaching interaction. In order to ensure the quality of training, each class is equipped with a tutor and a supervisor to provide all-round guidance and help to the students. Among them, the tutor is responsible for students' learning guidance, module counseling, homework evaluation, course answering and online communication with students; Network supervisor is responsible for supervising and guiding the "student-aided" work of student tutors and organizing collective lesson preparation meetings. And hired a group of professors with outstanding achievements in the field of education, such as Xiao Jianbin, Dean of Guangdong Institute of Education, Professor Li Thicken of Shanghai Normal University and Professor Ke Qingchao of South China Normal University, to form an expert team for intermediate training, and regularly guide the students who participated in intermediate training in our province.
3. Organization and management
The provincial project office holds four intermediate training sessions every year, with 25,000 people in each session and 40 days in each session, including 35 days of training and 5 days of testing. The time of these four stages is tentatively as follows:
The first phase is from March 15 to April 22 every year, and the registration time is from March 1 day to June 14.
The second phase is from June 15 to July 24 every year, and the registration time is from June 1 day to June 14.
The third period is from August 10 to September 19 every year, and the registration time is from July 1 to July 14.
The fourth period is1October 20th-165438+1October 29th every year, and the registration time is 65438+1October 8th-20th.
The above schedule may be fine-tuned every year according to the actual situation, and the specific arrangement will be announced on the website of the provincial project at the beginning of the year.
Local and municipal project departments should organize students to participate in the training according to the training plan allocated by the provincial project office. Registration is organized by the school, and the list is uniformly formulated by the municipal education bureaus, followed by the education offices, and then introduced into the training platform by the network administrator of this city, and reported to the provincial project office for the record. Classes are arranged according to disciplines during training, and every 100 person needs 1 tutor. The provincial project office will organize network supervision according to the ratio of each class 10/inspector. After the students are recognized as having learning qualifications, they can log on to the course website with the account and password issued by the Provincial Project Office.
In order to ensure the smooth progress of the training, the intermediate training is also equipped with a management platform, which realizes class management, course management, cost management and technical support through the work of provincial administrators, municipal administrators and district and county administrators.
4. Responsibilities and division of labor
The units participating in the intermediate training are: Provincial Project Office, Guangzhou Distance Training Center, and prefecture-level project authorities. In order to ensure the smooth implementation of the project distance training plan, the units participating in the project training are divided as follows:
Responsibilities of Guangdong Provincial Project Office
(1) is responsible for the overall planning, division of labor, daily management and preliminary work of the project.
(2) Responsible for the secondary development of project network courses.
(3) Responsible for the construction and promotion of teachers, as well as the supervision, professional guidance and quality control of training and teaching activities.
(4) Be responsible for the training, evaluation, certification and graduation evaluation of students' teaching design portfolio.
Responsibilities of Guangzhou Distance Training Center
(1) Provide necessary equipment and technical support for project training to ensure smooth, stable and fast online learning.
(2) Provide corresponding technical services for the training process of the project, such as the improvement of network software, answering questions about technology and equipment during the training process, and customer service.
Responsibilities of local and municipal project authorities
(1) Be responsible for organizing and registering local teacher training, and raising or raising local training funds.
(2) Be responsible for the preliminary formulation of local training plan, the arrangement of trainees' tutors, and organize the implementation of training on time.
(3) Responsible for the examination room selection and invigilation in the knowledge and ability test, and cooperate with the provincial project office to do a good job in certification and certificate issuance after training.
(4) Quality assurance
The intermediate training of this project is large in scale and involves a wide range. The adoption of network distance training facilitates teachers to participate in the training, reduces the training cost and realizes the sharing of high-quality teaching resources. To ensure the quality of training, the following training strategies will be adopted:
1. Manage teacher training in a unified way with the concept of project management, change the loose management mode in primary training, and adopt the methods of unified management, centralized training and graded responsibility, so as to ensure the orderly and controllable development of the project.
2. Organize training in different disciplines and regions. It is conducive to the sharing of experience and achievements between regions, and also to the in-depth discussion, exchange, sharing and improvement of works between teachers of different disciplines.
3. Integrate the advantages of face-to-face training and online training through technical means.
4. Establish a complete training, completion test and certification system to standardize the project behavior.
