Five musts for minors
Chapter I General Provisions Article 1 In order to protect the physical and mental health of minors and safeguard their legitimate rights and interests, these Measures are formulated in accordance with the provisions of the Law of People's Republic of China (PRC) on the Protection of Minors and relevant laws and regulations, combined with the actual situation of our province. Article 2 Minors as mentioned in these Measures refer to citizens under the age of 18. Article 3 Protecting minors is the common responsibility of state organs, political parties, social organizations, armed forces, schools, enterprises and institutions, urban and rural grassroots mass autonomous organizations, guardians of minors and other adult citizens. Minors should be educated in ideals, morality, culture, discipline and legal system. Article 4 Minors should be self-taught, self-reliant, self-disciplined, actively receive beneficial education from families, schools, society and adult citizens, correctly exercise their rights and fulfill their obligations, and safeguard their legitimate rights and interests. Article 5 The person, property and other lawful rights and interests of minors are inviolable. Any organization or individual has the right to discourage or stop acts that infringe upon the legitimate rights and interests of minors, or to report or accuse the relevant departments. The relevant departments shall promptly deal with reports and accusations that infringe upon the legitimate rights and interests of minors, and shall not pass the buck. Chapter II Committees for the Protection of Minors Article 6 Provinces, cities (prefectures) and counties (cities, districts) shall establish committees for the protection of minors, and carry out the protection of minors under the leadership of the people's government at the same level. Article 7 The members of the Committee for the Protection of Minors are composed of the heads of relevant departments of the people's government, people's courts, people's procuratorates, the Communist Youth League, women's federations, trade unions and other units. The chairman of the Committee shall be the person in charge of the people's government at the corresponding level. The Committee office is located in the Youth League Committee at the same level and is responsible for daily work. Article 8 The functions of the Committee for the Protection of Minors are:

(a) to publicize and implement the laws, regulations and policies for the protection of minors;

(two) to supervise and inspect the implementation of these measures;

(3) To study and decide on major issues concerning the protection of minors;

(four) to coordinate and guide the relevant departments to do a good job in the protection and education of minors;

(five) instruct or suggest the relevant departments to investigate and deal with violations of the legitimate rights and interests of minors. Article 9 People's governments at all levels shall provide necessary working conditions for the Committee for the Protection of Minors, and the funds required by the Committee shall be included in the financial budget by the people's governments at all levels. Article 10 Committees for the Protection of Minors at all levels may set up funds for the protection of minors. Measures for the collection, management and use of juvenile protection funds shall be formulated by the provincial people's government. Chapter III Family Protection Article 11 Parents or other guardians shall perform their guardianship duties for minors in accordance with the law and protect their personal, property and other legitimate rights and interests. Parents or other guardians must stop acts that infringe upon the legitimate rights and interests of minors and promptly report or accuse them to the relevant departments. Twelfth parents or other guardians should protect the right of minors to education, so that school-age minors can receive compulsory education in accordance with the regulations and must not drop out of school. For minors who are absent from class, truant or drop out of school, their parents or other guardians should take the initiative to cooperate with the school for joint education, so that they can return to school as soon as possible and must not be left unattended. Thirteenth parents or other guardians should educate minors with healthy thoughts, behaviors and appropriate methods, guide minors to carry out activities beneficial to physical and mental health, and prevent and stop the following bad or illegal behaviors of minors:

(1) Smoking, drinking and loitering;

(2) puppy love;

(three) gambling, smoking, injecting drugs, prostitution, whoring;

(4) Fighting and carrying controlled knives or guns;

(five) damage to public facilities and public or private property;

(6) disturbing public order and public health;

(seven) reading, watching and listening to books, magazines and audio-visual products containing obscenity, feudal superstition, murder and violence. Fourteenth parents or other guardians are prohibited from committing the following acts against minor children or ward:

(1) Discrimination, abuse and abandonment;

(2) infant drowning and abandonment;

(3) Allowing or forcing engagement or marriage;

(4) instigating, conniving at or sheltering criminals. Fifteenth for minor stepchildren, adopted children, children born out of wedlock, children whose parents are divorced, parents must fulfill their obligations of support, education and guardianship according to law, and shall not discriminate, abuse or abandon them. Sixteenth parents or other guardians shall not refuse to perform their guardianship duties because minors have committed illegal and criminal acts. Parents or other guardians shall actively cooperate with local neighborhood offices, police stations, neighborhood committees and schools to help and educate minors who have committed illegal and criminal acts. Parents or other guardians should actively cooperate with and support the work of education and other departments, and bear the living expenses of work-study students. Chapter IV Protection of Schools Article 17 Schools shall fully implement the educational policy of the state and provide moral education, intellectual education, physical education, social life guidance, mental health and adolescent education to underage students. Schools and teaching staff should love students, respect their personality, care about their physical and mental health, strictly implement the total number of courses and activities stipulated by the national and provincial education administrative departments, ensure that students have time for rest and extracurricular activities, and shall not arbitrarily increase the class hours and academic burden. The administrative department of education shall strictly implement the provisions of the state, choose supplementary reading materials that are really needed for education and teaching, and shall not force schools and students to order all kinds of learning reference materials.

Legal basis: Article 56 of the Law of People's Republic of China (PRC) on Public Security Administration Punishment stipulates that hotel staff who fail to register the names, types and numbers of stay-in passengers, or who knowingly fail to stop stay-in passengers from entering the hotel with dangerous goods, shall be fined between 200 yuan and 500 yuan. Hotel workers who know that the overnight guest is a criminal suspect or wanted by the public security organ and fail to report to the public security organ shall be fined between 200 yuan and 500 yuan; If the circumstances are serious, he shall be detained for not more than five days and may be fined not more than 500 yuan.
