Guided by the spirit of the 16th National Congress of the Communist Party of China and Theory of Three Represents, we will implement the spirit of the National Conference on Rural Education, strengthen planned financial management, increase fund-raising, speed up the pace of school construction, forge ahead, be realistic and innovative, and serve the construction of education centers in central and western Zhejiang.

Second, the work objectives

1. New achievements should be made in raising education funds.

Further establish a stable education investment guarantee mechanism after the adjustment of the basic education management system, adhere to the principle of financial allocation, and raise education funds through multiple channels. By adjusting the structure of fiscal expenditure, "three growth" and "two improvement" are guaranteed according to law. The proportion of land transfer fees for education is not clear, and it is necessary to continue to strive for local governments to be clear according to the provisions of the provincial government. It is necessary to implement the spirit of the national rural education work conference and ensure the funds for running rural schools. We will further improve the unified payment of teachers' salaries, implement the funds needed for the 20xx annual salary promotion, solve the problem of arrears of teachers' local allowances, and effectively protect teachers' legitimate rights and interests in accordance with the provisions of the provincial government that "teachers' salaries should be included in the fiscal budget, and teachers' salaries should be paid in full and on time according to law to ensure that the average salary of teachers is not lower than or higher than that of local civil servants".

While increasing the government's investment in education in accordance with the law, we will mobilize the enthusiasm of all sectors of society, broaden financing channels, increase financing efforts and achieve new results by donating money to study, introducing foreign capital, forming education groups, cooperating with banks and schools, and revitalizing the existing assets of schools.

2. Capital construction has reached a new level.

We will start the standardization construction project of 10,000 schools in Zhejiang Province in an all-round way, take the implementation of the standardization construction project of 10,000 schools as the starting point, promote the capital construction of compulsory education schools in our city, and promote the balanced development of compulsory education in our city. In 200X, we will strive to make 10% of compulsory education schools in the whole city reach provincial-level standardized schools, and ensure that schools in each county (city, district) are rated as provincial-level standardized schools.

In order to achieve the requirements of popularizing high school education and increasing the proportion of high-quality high schools, we will continue to do a good job in the planning and construction of high schools. Upgrade the grade of high schools through new construction or expansion, and expand the scale of high-quality high schools. The urban area completed the relocation of XX No.1 Middle School, the expansion of XX No.2 Middle School, the construction of Jin Dong Senior Middle School and the expansion of Tangxi Middle School. Start the planning of higher education park, special education center and preschool education in the west of the city. Complete the work of improving water and toilets in schools in the city.

3. Planned financial management has reached a new level.

Strengthen the macro-control of the plan and make a reasonable plan for the development of education in our city. All kinds of schools at all levels should scientifically formulate enrollment plans according to social needs and the actual situation of students, so as to make the education in our city develop continuously and harmoniously.

Make full use of the role of the accounting center, constantly improve the centralized and unified accounting system, further strengthen financial management, improve the financial management ability and management level of the education system, and improve the efficiency of the use of education funds.

4. New progress should be made in the adjustment of school layout.

According to the strategy of accelerating urbanization and promoting urban-rural integration in our city, we should rationally adjust the layout of schools, optimize the allocation of educational resources, promote the balanced development of compulsory education, and improve the scale and efficiency of running schools. Adhere to the principle of "seeking truth from facts, adapting to local conditions, and steadily advancing", do a good job in school layout adjustment, and eliminate single-class primary schools and junior high schools below three classes in 200X years.

New measures should be taken to help poor students.

We will continue to implement the education voucher system and establish a free admission system for poor students to ensure that children from poor families do not drop out of school. Further strengthen the management of scholarships and grants, give full play to its role, and solve the practical difficulties of poor students. Conditional counties (cities, districts) should actively promote free admission to compulsory education.

6. There should be a new breakthrough in the reform of school logistics.

Actively promote the reform of school logistics, steadily promote the socialization of school logistics services, and make logistics work better serve school education and teaching. Further strengthen the management of school canteens, improve the quality of students' meals and ensure food hygiene and safety.
