The circular requires that local financial departments should attach great importance to the financial investment in vocational education, optimize the structure of education expenditure, implement the requirement that new education funds tilt towards vocational education, improve the mechanism of raising vocational education funds through multiple channels, and raise more funds for the development of vocational education. It is necessary to give full play to the overall planning role at the provincial level, pay attention to improving investment efficiency, highlight key support, tilt the allocation of funds to key areas of regional economic development such as remote, ethnic, poverty-stricken areas and major economic belts, tilt to urgently needed national or local specialties, and support rural-oriented vocational education.
The notice made it clear that the promotion plan funds will focus on supporting all localities to implement the per capita funding system for vocational schools, exploring the establishment of a differentiated per capita funding system based on major categories, gradually raising the per capita funding level and improving the conditions for running vocational schools. Promote the quality improvement of vocational schools, the integration of production and education, school-enterprise cooperation, and implement the system of "academic certificate+several vocational skill level certificates". Strengthen the training of "double-qualified" full-time teachers, optimize the structure of teachers and improve the education and teaching level of vocational schools.
The central government will continue to give awards and subsidies to high-level vocational schools with China characteristics and professional construction planning and construction units. The specific standards are: 50 million yuan for each high-level school (Grade A), 25 million yuan for each high-level school (Grade B) and 6,543,800+million yuan for each high-level school (Grade C); High-level professional group (A file) is 6.5438+million yuan each, high-level professional group (B file) is 7 million yuan each, and high-level professional group (C file) is 4 million yuan each.
